SENATE JOINT RESOLUTION

 
2    WHEREAS, Every child deserves a safe and stable place to
3call home; and
 
4    WHEREAS, Many children across the State experience abuse
5or neglect from their homes; and
 
6    WHEREAS, The protection of children from physical,
7emotional, and sexual abuse, exploitation, and neglect is at
8the core of the duties and fundamental responsibilities of the
9State; and
 
10    WHEREAS, Children's Advocacy Centers (CACs) and Court
11Appointed Special Advocates for Children (CASAs) are essential
12to providing formal, comprehensive, integrated, and
13multifaceted approaches to cases of child abuse and neglect;
14and
 
15    WHEREAS, It is important that each CAC and CASA receive
16the funding they need to properly respond to cases of child
17abuse and neglect; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
20REPRESENTATIVES CONCURRING HEREIN, that the Task Force on

1Children Advocacy Centers and Court Appointed Special
2Advocates for Children Funding is created to ensure that each
3CAC and CASA facility receives adequate funding to respond to
4the number and severity of child abuse and neglect cases in
5their respective jurisdictions; and be it further
 
6    RESOLVED, That the Task Force shall be comprised of the
7following 16 members, who shall serve without compensation:
8        (1) One member of the Illinois Senate appointed by the
9    Senate President;
10        (2) One member of the Illinois Senate appointed by the
11    Senate Minority Leader;
12        (3) One member of the Illinois House of
13    Representatives appointed by the Speaker of the House;
14        (4) One member of the Illinois House of
15    Representatives appointed by the House Minority Leader;
16        (5) The Illinois Attorney General or his or her
17    designee;
18        (6) The Executive Director of the Illinois Office of
19    Management and Budget or his or her designee;
20        (7) The Director of the Department of Children and
21    Family Services or his or her designee;
22        (8) The Executive Director of The Children's Advocacy
23    Centers of Illinois or his or her designee;
24        (9) The Executive Director of the Illinois Association
25    of Court Appointed Special Advocates or his or her

1    designee;
2        (10) The Executive Director of the Illinois Criminal
3    Justice Information Authority or his or her designee;
4        (11) The Executive Director of an urban, accredited
5    Children's Advocacy Center, appointed by the Senate
6    President;
7        (12) The Executive Director of a suburban, accredited
8    Children's Advocacy Center, appointed by the Senate
9    President;
10        (13) The Executive Director of a rural, accredited
11    Children's Advocacy Center, appointed by the Senate
12    President;
13        (14) The Executive Director of an urban county Court
14    Appointed Special Advocates Center, appointed by the
15    Senate President;
16        (15) The Executive Director of a suburban county Court
17    Appointed Special Advocates Center, appointed by the
18    Senate President; and
19        (16) The Executive Director of a rural county Court
20    Appointed Special Advocates Center, appointed by Illinois
21    Senate President; and be it further
 
22    RESOLVED, That the Senate President shall designate a
23Chair and Vice-Chair from among the Task Force members; and be
24it further

1    RESOLVED, That the Department of Children and Family
2Services shall provide administrative support for the Task
3Force; and be it further
 
4    RESOLVED, That the Task Force shall meet over the course
5of 2022 at the discretion of the chair and shall submit a final
6report to the General Assembly by December 31, 2022, which
7shall include a fair funding formula for CACs and CASAs
8throughout the State; and be it further
 
9    RESOLVED, That upon the filing of its final report, the
10Task Force is dissolved; and be it further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to the Senate President, the Speaker of the House,
13the Senate Minority Leader, the House Minority Leader, the
14Executive Director of the Illinois Office of Management and
15Budget, the Director of the Department of Children and Family
16Services, and the Illinois Attorney General.
