 1        AN ACT making appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section  1.   "AN  ACT making appropriations", Public Act
 6    93-68, approved July 1, 2003, is amended by changing  Section
 7    3 of Article 1 as follows:

 8        (P.A. 93-68, Art. 1, Sec. 3)
 9        Sec.  3.  The following named amounts, or so much thereof
10    as  may  be  necessary,  are  appropriated  to  the  Illinois
11    Emergency Management Agency  for  the  objects  and  purposes
12    hereinafter named:

11        Section  2.   "AN  ACT making appropriations", Public Act
12    93-91, approved July 30,  2003,  is  amended  by  adding  new
13    Section 27 to Article 8 as follows:

14        (P.A. 93-91, Art. 8, Sec. 27, new)
15        Sec.  27.  The  sum of $12,270,000, or so much thereof as
16    may be necessary, is appropriated to the Illinois  Department
17    of   Transportation   from  the  Federal  Civil  Preparedness
18    Administrative  Fund  for  costs  associated  with   Illinois
19    Terrorism   Task   Force   approved  purchases  for  homeland
20    security.

21        Section 3.  "AN ACT making  appropriations",  Public  Act
22    93-92, approved July 3, 2003, is amended by changing Sections
23    15 and 80 of Article 4 as follows:

25        Sec. 15.  The following named amounts, or so much thereof
26    as  may  be  necessary, are appropriated to the Department of
27    Public Health for the objects and purposes hereinafter named:

 4       provisions of the Senior Citizens and
 5       Disabled Persons Property Tax Relief
 6       and Pharmaceutical Assistance Act ................$150,000

 7        Section  5.   "AN  ACT making appropriations", Public Act
 8    93-91, approved July 30,  2003,  is  amended  by  adding  new
 9    Section 85 to Article 7 as follows:

10        (P.A. 93-91, Art. 7, Sec. 85, new)
11        Sec.  85.  The  sum of $14,200,000, or so much thereof as
12    may be necessary, is appropriated to the Department of  State
13    Police  from  the  Federal  Civil Preparedness Administrative
14    Fund for costs associated with Illinois Terrorism Task  Force
15    approved purchases for homeland security.

16        Section  6.   "AN  ACT making appropriations", Public Act
17    93-587, approved August 22, 2003, is amended  by  adding  new
18    Section 16 of Article 1 as follows:

19        (P.A. 93-587, Art. 1, Sec. 16 new)
20        Sec.  16.   The  sum of $3,111,900, or so much thereof as
21    may  be  necessary,  is   appropriated   from   the   Capital
22    Development  Fund  to  the  Capital Development Board for the
23    Illinois Emergency Management  Agency  for  costs  associated
24    with a new State Emergency Operations Center.

25        Section  7.   "AN  ACT making appropriations", Public Act
26    93-91, approved July  3,  2003,  is  amended  by  adding  new
27    Sections 28 and 29 to Article 8 as follows:

 1        Sec. 28.  The sum of $86,309,695 is appropriated from the
 2    Transportation  Bond  Series  A  Fund  to  the  Department of
 3    Transportation for the purpose of making a deposit  into  the
 4    Road  Fund  to  reimburse  the Road Fund for grants and loans
 5    made   for   the   statewide    acquisition,    construction,
 6    reconstruction,  extension  and improvement of transportation
 7    facilities,  including  state  highways,  arterial  highways,
 8    freeways, roads, bridges, structures separating highways  and
 9    railroads  and  roads,  and  bridges  on  roads maintained by
10    counties, municipalities, townships or road districts.

11        (P.A. 93-91, Art. 8, Sec. 29, new)
12        Sec. 29.  The sum of $13,306,906 is appropriated from the
13    Transportation Bond  Series  A  Fund  to  the  Department  of
14    Transportation  for  the purpose of making a deposit into the
15    State  Construction  Account  Fund  to  reimburse  the  State
16    Construction Account Fund for grants and loans made  for  the
17    statewide    acquisition,    construction,    reconstruction,
18    extension   and  improvement  of  transportation  facilities,
19    including state highways, arterial highways, freeways, roads,
20    bridges, structures separating  highways  and  railroads  and
21    roads,   and   bridges   on  roads  maintained  by  counties,
22    municipalities, townships or road districts.

23                             ARTICLE 99

24        Section  99.  Effective  Date.  This  Act  takes   effect
25    immediately.
