SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-663 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the Autism Awareness Fund. Provides for the issuance of Autism Awareness license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $40 and a fee of $27 for each renewal. Provides that $25 of the additional original issuance fee and $25 of the renewal fee shall be deposited into the Autism Awareness Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, all moneys in the Autism Awareness Fund shall be paid to the Illinois Department of Human Services for the purpose of grants for research, education, and awareness regarding autism and autism spectrum disorders.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.640 as follows:
 
6     (30 ILCS 105/5.640 new)
7     Sec. 5.640. The Autism Awareness Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-663 as follows:

11     Sec. 3-663. Autism Awareness license plates.
12     (a) The Secretary, upon receipt of an application made in
13 the form prescribed by the Secretary, may issue special
14 registration plates designated as Autism Awareness license
15 plates. The special plates issued under this Section shall be
16 affixed only to passenger vehicles of the first division and
17 motor vehicles of the second division weighing not more than
18 8,000 pounds. Plates issued under this Section shall expire
19 according to the multi-year procedure established by Section
20 3-414.1 of this Code.
21     (b) The design and color of the plates is wholly within the
22 discretion of the Secretary of State. The Secretary, in his or
23 her discretion, may allow the plates to be issued as vanity or
24 personalized plates under Section 3-405.1 of this Code. The
25 Secretary shall prescribe stickers or decals as provided under
26 Section 3-412 of this Code.
27     (c) An applicant for the special plate shall be charged a
28 $40 fee for original issuance in addition to the appropriate
29 registration fee. Of this fee, $25 shall be deposited into the
30 Autism Awareness Fund and $15 shall be deposited into the

1 Secretary of State Special License Plate Fund, to be used by
2 the Secretary to help defray the administrative processing
3 costs.
4     For each registration renewal period, a $27 fee, in
5 addition to the appropriate registration fee, shall be charged.
6 Of this fee, $25 shall be deposited into the Autism Awareness
7 Fund and $2 shall be deposited into the Secretary of State
8 Special License Plate Fund.
9     (d) The Autism Awareness Fund is created as a special fund
10 in the State treasury. All moneys in the Autism Awareness Fund
11 shall be paid, subject to appropriation by the General Assembly
12 and approval by the Secretary, to the Illinois Department of
13 Human Services for the purpose of grants for research,
14 education, and awareness regarding autism and autism spectrum
15 disorders.
