SYNOPSIS AS INTRODUCED:

New Act

    Creates the FY07 Cost of Doing Business Adjustment Act. Provides that the rates in effect for fiscal year 2007 paid by the Department of Children and Family Services to foster parents for the care of abused and neglected children shall include an increase of 3%. Provides that a 3% increase shall be included in all purchase of care contracts and grant agreements paid under specified line items in the fiscal year 2007 State budget for the Department of Human Services and the Department of Children and Family Services. Effective July 1, 2007.

1     AN ACT concerning State government.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 1. Short title. This Act may be cited as the FY07
5 Cost of Doing Business Adjustment Act.

6     Section 5. Definitions. In this Act:
7     "Purchase of care contract" means a contract between a
8 State officer or agency and a private provider under which
9 rates for services are set in accordance with a formula that
10 takes personnel, supplies, and other allowable costs into
11 account.
12     "Grant" has the meaning ascribed to that term in the
13 Illinois Procurement Code.

14     Section 10. Adjustments. Notwithstanding any other
15 provision of law:
16         (1) the rates in effect for fiscal year 2007 paid by
17     the Department of Children and Family Services to foster
18     parents for the care of abused and neglected children shall
19     include an increase of 3%; and
20         (2) a 3% increase shall be included in all purchase of
21     care contracts and grant agreements paid under the
22     following line items in the fiscal year 2007 State budget:

25             Comprehensive Community Based Youth Services
26             Crisis Nurseries
27             Delinquency Prevention
28             Healthy Families
29             Homeless Youth
30             Juvenile Justice
