HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to honor citizens of the State who have reached a milestone in their lives; and

WHEREAS, Jeff Ladd has shown a consistent dedication to public service for over thirty years; in 1970, he took a leave from his family construction business to serve as a Member of the Sixth Illinois Constitutional Convention; his service earned him the recognition of the Chicago Daily News as one of the Convention's Twenty Outstanding Delegates; and

WHEREAS, Mr. Ladd is a partner in the Health Care Department of the Chicago law firm of Bell, Boyd & Lloyd; his practice is concentrated primarily on tax-exempt municipal bonds and health care areas of the law; and

WHEREAS, Mr. Ladd received a Bachelor of Arts degree with honors, from Loras College; he received his Jurist Doctor degree with honors, in 1973 from IIT/Chicago-Kent College of Law, where he was an editor of the Law Review; he is a member of the American Bar Association, the Chicago Bar Association, the National Association of Bond Lawyers, the American Health Lawyers Association, and the Illinois Association of Hospital Attorneys; and

Mr. Ladd has been called upon by the Governor of Illinois to serve on administrative boards and commissions in State government; he was appointed by Governor Richard Ogilvie to serve on the Constitutional Implementation Committee, which was created to ascertain and draft any legislation necessary to the implementation of the new State Constitution; he also served as Chairman of the Board of Governors of State Colleges and Universities in Illinois and as a member of the Illinois Board of Higher Education; in 1983 he was appointed as an interim Director of the Regional Transportation Authority prior to assuming the chairmanship of METRA; and

WHEREAS, In 1991 he was appointed Chairman of the Redistricting Process Review Commission; he was the recipient of the 1995 W. Graham Claytor, Jr. award for Distinguished Service to Passenger Transportation; he was also the City Club of Chicago's 1995 Citizen of the year; Mr. Ladd has been active in his community, having served as President of the Crystal Lake Chamber of Commerce, Chairman of the Crystal Lake United Fund, and was the recipient of the Jaycee's Distinguished Service Award;

WHEREAS, Mr. Ladd has served as the Chairman of METRA, the commuter rail division of the Regional Transportation Authority, since its inception in 1984; under his leadership METRA is continually cited as the finest commuter rail system in the country; Mr. Ladd recently announced his retirement from METRA; and

WHEREAS, He has been a resident of McHenry County since 1946 where he lives with his wife, Kathleen; they have four sons, Jeff Jr., John, Mark, and Matthew; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Jeffrey Ladd on a job well done and wish him continued good success in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Jeffrey Ladd, along with our sincere regards.
