Sec. 18. Orders, Rules and Regulations.
(a) The Governor shall
file a copy of every rule, regulation or order, and any amendment thereof made
by the Governor under the provisions of this Act in the office of
the Secretary
of State. No rule, regulation or order, or any amendment thereof shall be
effective until 10 days after the filing, provided, however, that upon
the declaration of a disaster by the Governor as is described
in Section 7 the provision relating to the effective date of any rule,
regulation, order or amendment issued under this Act and during
the state of disaster is abrogated, and the rule, regulation,
order or amendment shall become effective immediately upon being filed with
the Secretary of State accompanied by a certificate stating the reason
as required by the Illinois Administrative Procedure Act.
(b) Every emergency services and disaster agency
established pursuant to this Act and the coordinators thereof shall execute
and enforce the orders, rules and regulations as may be made by the Governor
under authority of this Act. Each emergency services and
disaster agency
shall have available
for inspection at its office all orders, rules and regulations made by the
Governor, or under the Governor's authority. The Illinois Emergency Management
Agency shall furnish on the Department's website the orders,
rules and regulations
to each such
emergency services and disaster agency. Upon the written request of an emergency services or disaster agency, copies thereof shall be mailed to the emergency services or disaster agency.
