Sec. 11.
Among low or moderate income persons and families, preference for
occupancy in a development financed under the Act shall be given to those
persons and families displaced from an urban renewal area, or as a result
of governmental action, or as a result of a major disaster, in accordance
with applicable regulations and procedures.
