(35 ILCS 45/110-5) Sec. 110-5. Purpose. It is the intent of the General Assembly that Illinois should lead the nation in the production of quantum computers and the production of semiconductors and microchips as they become even more prevalent in everyday life. The General Assembly finds that, through investments in quantum computing and semiconductors and microchips, Illinois will be on the forefront of the quantum computing industry and the forefront of reshoring semiconductor and microchip production that fuels modern technologies that are essential to the operation of computers, phones, vehicles and the electric products that have become essential to modern life. This Act will create good paying jobs, and generate long-term economic investment in the Illinois business economy, in addition to ensuring a vital product is made in the United States. Illinois must aggressively adopt new business development investment tools so that Illinois can compete with domestic and foreign competitors for quantum computer manufacturing and semiconductor and chip manufacturing.
