Sec. 3. In order to accomplish the purposes of this Act, a
municipality with a population in excess of 2,000,000 may acquire by
eminent domain, by a complaint filed before July 1, 1992, pursuant to
Article VII of the Code of Civil Procedure (now the Eminent Domain Act),
and such municipality may acquire by immediate vesting of title, commonly
referred to as "quick take," pursuant to Sections 7-102 through 7-112 of
the Code of Civil Procedure (now Article 20 of the Eminent Domain Act),
real or personal
property or interests in real or personal property located within any of
the following described parcels for the purpose of facilitating the
construction of an indoor stadium for professional sports and amusement
events having a seating capacity of less than 28,000:
PARCEL 1:
THAT PART OF SECTIONS 7 AND 18, TOWNSHIP 39 NORTH, RANGE 14 EAST OF THE
THIRD PRINCIPAL MERIDIAN IN COOK COUNTY, ILLINOIS BOUNDED AS FOLLOWS: ON
THE NORTH BY THE NORTH LINE OF WASHINGTON STREET, ON
THE EAST BY THE EAST LINE OF PAULINA STREET, ON THE SOUTH BY THE SOUTH LINE OF
ADAMS STREET AND ON THE WEST BY THE WEST LINE OF DAMEN AVENUE (BUT
EXCEPTING THE BLOCK BOUNDED ON THE NORTH BY THE SOUTH LINE OF
WASHINGTON STREET, ON THE EAST BY THE WEST LINE OF HERMITAGE AVENUE, ON THE

18, TOWNSHIP 39 NORTH, RANGE 14 EAST OF THE THIRD PRINCIPAL MERIDIAN, IN
COOK COUNTY, ILLINOIS; ALSO EXCEPTING THE BLOCK BOUNDED ON THE NORTH BY THE
SOUTH LINE OF WASHINGTON BOULEVARD, ON THE EAST BY THE WEST LINE OF WOLCOTT

OF SECTION 7, TOWNSHIP 39 NORTH, RANGE 14 EAST OF THE THIRD PRINCIPAL
MERIDIAN, IN COOK COUNTY, ILLINOIS.
PARCEL 3:
THE BLOCK BOUNDED ON THE NORTH BY THE SOUTH LINE OF MADISON STREET, BOUNDED
ON THE EAST BY THE WEST LINE OF DAMEN AVENUE, BOUNDED ON THE SOUTH BY THE
NORTH LINE OF MONROE STREET, BOUNDED ON THE WEST BY THE EAST LINE OF SEELEY
AVENUE IN THE EAST 1/2 OF THE NORTH WEST 1/4 OF SECTION 18, TOWNSHIP 39
NORTH, RANGE 14 EAST OF THE THIRD PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS.
However, such municipality shall not have the power to acquire by eminent
domain any property located within the foregoing parcels which is owned,
leased, used or occupied by the Chicago Board of Education, the Chicago
Housing Authority, the Chicago Park District, or any unit of local
government, and which was also so owned, leased, used or occupied on
January 1, 1989.
