(70 ILCS 1842/15) Sec. 15. Annexation of territory; indebtedness of municipalities. (a) Territory that is adjacent to the Port District and not included within any other port district may be annexed to and become a part of the Port District in the manner provided in this Section. (b) An adjacent municipality may request annexation into the Port District from the existing participating municipalities by providing the city council of each participating municipality a written request for the annexation and a legal description of the portion of the corporate limits to be included in the annexation. The city council of each participating municipality shall consider approval of the annexation of the new territory with approval constituting a majority vote of the city council of each participating municipality at a public meeting in which the question has been placed on the published agenda. All participating municipalities must approve the annexation of the new territory for the annexation to occur.
