Sec. 1.
Where in any township, prior to the time this Act becomes effective,
a majority of the votes cast at an election on the proposition to issue
township library bonds were in favor of such proposition, and the ballots
used and notice given of said election were in conformance with the applicable
statutory requirements, each such bonds issue is hereby validated and declared
to be legal and valid notwithstanding the fact that there was only one precinct
and polling place, and that the polling place was open for 6 hours for the
purpose of said election, and the board of library directors of said township
is hereby authorized to issue said bonds to a purchaser for value, and when
such bonds are paid for, at not less than par and accrued interest, they
shall be valid and binding obligations of such township.
