Sec. 1.
Each highway commissioner and each county engineer or
superintendent of highways may severally or jointly as the case may
require, in respect to public roads and streets under their respective
jurisdictions, enter into agreements with the governing bodies of
universities and colleges of higher education supported in whole or in part
by funds raised by public taxation, providing for the transfer of
jurisdiction and control to the governing body over such public roads and
streets, or portions thereof, which adjoin or which are or may be used as
access roads to airports owned by the educational institution.
Upon such transfer and for the duration of the agreement, the
educational institution shall assume exclusive jurisdiction of the roads
and streets, or portions thereof, as designated in the agreement, for
the purpose of traffic regulation and control, and the policing thereof.
The agreement may also provide that the responsibility for the
maintenance and repair of such roads shall be vested in the educational
institution.
