after the successful completion of a term of probation, suspension, or revocation of any license, the Department may
restore the license to the licensee upon the written recommendation of the Board unless after an investigation and hearing the Board or Department determines that
restoration is not in the public interest. Where circumstances of suspension or revocation so indicate, the Department may require an examination of the licensee prior to restoring his or her license. No person whose license has been revoked as authorized in this Act may apply for restoration of that license or permit until such time as provided for in the Civil Administrative Code of Illinois.
