Sec. 32. The Department shall render no final administrative decision relative to any application for a license under this Act if the applicant for such license is the subject of a pending disciplinary proceeding under this Act or another Act administered by the Department. For purposes of this Section "applicant" means an individual or sole proprietor, or an individual who is an officer, director or owner of a 5 percent or more beneficial interest of the applicant.
