Sec. 19.
All final administrative decisions of the Director or his
representative are subject to judicial review under the Administrative
Review Law. The term "administrative decision" is defined as
in Section 3-101 of the Code of Civil Procedure. The filing for judicial
review shall stay the order of the Director or his representative pending
disposition of the order on judicial review. The court, upon its own
initiative or upon motion by the Director, may in its discretion, when
it deems it necessary to protect the interests involved, require the
posting of additional bond in an amount it deems advisable, as a
prerequisite to judicial review.
