Sec. 35.
(a) The sum of $1,914,000 is hereby appropriated from the Road
Fund to The Illinois State Toll Highway Authority for the purpose of paying
the ordinary and contingent expenses of the Authority necessary to finance
engineering and traffic studies to determine the feasibility of
constructing additional toll highways within the State of Illinois, to
determine routes therefor, to prepare for a successful marketing of bonds
to finance construction of the additional toll highways, and for the
purpose of compensating all persons who must be employed for such purposes.
(b) Compensation of employees devoting their entire time in coordinating
the necessary information and in determining the feasibility of
constructing additional toll highways within the State of Illinois shall be
paid from the amount herein appropriated, and in the case of any employee
who is devoting part time to the coordination and procuring of the
necessary material for a determination as to whether or not additional toll
highways shall be constructed within the State of Illinois shall be paid
from the amount herein appropriated, to the extent of the time devoted to
such work, it being the intent and purpose that each employee account for
the time so spent to be paid from this appropriation, to the end that no
charges or expenses of any kind shall be made to any of the funds or
accounts created by virtue of the issuing of bonds under "An Act in
relation to the construction, operation, regulation and maintenance of a
system of toll highways and to create The Illinois State Toll Highway
Commission and to define its powers and duties and to repeal an Act therein
named", approved July 13, 1953, as amended, except those necessary to the
maintenance, administration and operation of the existing toll highway
constructed under the provisions of the act.
(c) The amount appropriated herein shall be repaid by the Authority as
provided by Section 18 of this Act.
