Sec. 5-75.
Administrative files and opinions.
(a) A document is filed
with the Secretary of State when all requirements of this Law with respect
to
filing have
been complied with and the required fee has been paid.
(b) The Secretary of State shall keep records of all
applications for registration and disclosure documents which are
or have been effective under this Law and all orders which have
been entered under this Law. The register shall be open for
public inspection.
(c) Unless otherwise provided by law, any registration
statement, filing, application, or report filed with the
Secretary of State shall be open for public inspection.
(d) The Secretary of State may honor written requests from
interested persons for non-binding opinions upon the payment of
a fee established pursuant to subsection (c) of Section 5-30 of this Law, which
shall not be returnable in any event.
