Updating the database of the Illinois Compiled Statutes (ILCS) is an ongoing process.
Recent laws may not yet be included in the ILCS database, but they are found on this site as
Public
Acts soon after they become law. For information concerning the relationship between statutes and Public Acts, refer to the
Guide.
Because the statute database is maintained primarily for legislative drafting purposes,
statutory changes are sometimes included in the statute database before they take effect.
If the source note at the end of a Section of the statutes includes a Public Act that has
not yet taken effect, the version of the law that is currently in effect may have already
been removed from the database and you should refer to that Public Act to see the changes
made to the current law.

Sec. 25. Eligible participants. Eligible participants are youth
16 to 24 years old who are economically disadvantaged as defined in United
States Code, Title 29, Section 1503, and who are part of one of the following
groups:
(a) Persons who are not attending any school and have |
| not received a secondary school diploma or its equivalent.

(b) Persons currently enrolled in a traditional or
|
| alternative school setting or a high school equivalency testing program and who are in danger of dropping out of school.
|
|
(c) A member of a low-income family, a youth in
|
| foster care (including a youth aging-out of foster care), a youth offender, a youth with a disability, a child of incarcerated parents, or a migrant youth.
|
|
Not more than 25% of the participants in the program may be
individuals who do not meet the requirements of subsections (a) or (b),
but who are deficient in basic skills despite having attained a secondary school diploma, State of Illinois High School Diploma, or other State-recognized equivalent, or who have been referred by a local secondary school for participation in a Youthbuild program leading to the attainment of a secondary school diploma.
