Updating the database of the Illinois Compiled Statutes (ILCS) is an ongoing process.
Recent laws may not yet be included in the ILCS database, but they are found on this site as
Public
Acts soon after they become law. For information concerning the relationship between statutes and Public Acts, refer to the
Guide.
Because the statute database is maintained primarily for legislative drafting purposes,
statutory changes are sometimes included in the statute database before they take effect.
If the source note at the end of a Section of the statutes includes a Public Act that has
not yet taken effect, the version of the law that is currently in effect may have already
been removed from the database and you should refer to that Public Act to see the changes
made to the current law.

Sec. 1.2. Legislative intent. This Act is intended to benefit the people of the State of Illinois by
encouraging the breeding and production of race horses, assisting economic
development and promoting Illinois tourism.
The General Assembly finds and declares it to be the public policy
of the State
of Illinois to:
(a) support and enhance Illinois' horse racing |
| industry, which is a significant component within the agribusiness industry;

|
(b) ensure that Illinois' horse racing industry
|
| remains competitive with neighboring states;
|
|
(c) stimulate growth within Illinois' horse racing
|
| industry, thereby encouraging new investment and development to produce additional tax revenues and to create additional jobs;
|
|
(d) promote the further growth of tourism;
(e) encourage the breeding of thoroughbred and
|
| standardbred horses in this State; and
|
|
(f) ensure that public confidence and trust in the
|
| credibility and integrity of racing operations and the regulatory process is maintained.
