Sec. 1.
Short title.
This Act may be cited as the Youth Crime Prevention Consortium Act.

Sec. 5.
Educational consortium; formation.
Notwithstanding any other law
of this State, a university, college, or community college that is an
"institution of higher learning" (as that term is defined in Section 10 of the
Higher Education Student Assistance Act) and that has a campus located in the
same county as a campus of one or more other such institutions of higher
learning may join with any of such other institutions of higher learning to
form a consortium that operates to supply an educational component to a youth
crime prevention program or programs organized by local communities in the
county in which
the institutions of higher learning that form the consortium are located.

Sec. 10.
Authorized curriculum.
An educational consortium established
under this Act shall develop and implement a curriculum that offers one or more
courses that a student at an institution of higher learning participating in
the consortium may enroll in for academic credit from that institution. The
course or courses shall be offered in disciplines normally associated with
young people, their families, or the criminal justice system, and as part of
each such course the student shall be required to provide adult mentoring and
leadership to community youth during informal, safe opportunities organized by
and in the local communities as part of their youth crime prevention programs.
