Sec. 1.
Short title.
This Act shall be known and may be cited as the Illinois Manufactured Home Installers Act.

Sec. 5.
Legislative findings.
The Illinois General Assembly finds that
manufactured homes are a viable housing resource for many citizens in Illinois.
The General Assembly also finds that improperly installed manufactured homes
can impair the public health and safety. Therefore, it is in the public
interest that manufactured homes are properly installed by responsible and
qualified individuals.

Sec. 10.
Guidelines for manufactured home installers.
Within one year
after the
effective date of this Act, the Illinois Department of
Public Health shall work with all interested parties to publish guidelines for
persons who install manufactured
homes in this State.
These guidelines may include in whole or in part any national
guidelines or
standards for persons who install manufactured homes.

Sec. 15.
Accredited manufactured homes installer courses.
Within one year
after the effective date of this Act, the Illinois Department of Public Health
shall work with all interested parties to propose rules for the accreditation
of courses for persons installing
manufactured
homes in Illinois. The courses shall provide instruction on how to
install a manufactured home to the specifications of the manufacturer, review
the installer guidelines, and test the written and
practical installation skills of the individual installer.

Sec. 20.
Notice to buyers.
A person selling a manufactured home
one year after the effective date of this Act shall encourage the buyer
of that home to
use an installer who has
successfully completed a manufactured home installer course accredited by the
Illinois Department of Public Health. The seller shall also inform the buyer
that failure to properly install the
home may
invalidate any
implied or expressed warranties concerning the home.
