          Amends the  University  of  Illinois  Act,  the  Southern
      Illinois   University   Management  Act,  the  Chicago  State
      University Law, the  Eastern  Illinois  University  Law,  the
      Governors State University Law, the Illinois State University
      Law,  the  Northeastern Illinois University Law, the Northern
      Illinois University Law, and the Western Illinois  University
      Law  to require the governing boards of those universities to
      implement a policy under which  each  student  who  graduates
      from any such university after July 1, 1998 with a bachelor's
      degree  in  education  is  required  to take and successfully
      complete, as a  condition  precedent  to  earning  and  being
      awarded  that  degree,  a course that includes as a component
      thereof instruction relating to learning  disabled  children.

 1        AN  ACT  relating  to  baccalaureate degree requirements,
 2    amending named Acts.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.  The University of Illinois Act is amended by
 6    adding Section 7h as follows:
 7        (110 ILCS 305/7h new)
 8        Sec.    7h.     Baccalaureate     degree     requirement.
 9    Notwithstanding any other provision of this Act, each student
10    who  graduates  from the University after July 1, 1998 with a
11    bachelor's degree in education  must  take  and  successfully
12    complete,  as  a  condition  precedent  to  earning and being
13    awarded that degree, a course that includes  as  a  component
14    thereof  instruction  relating to learning disabled children.
15    The Board of Trustees of  the  University  shall  immediately
16    take  the steps necessary to implement the provisions of this
17    Section.
18        Section 10.  The Southern Illinois University  Management
19    Act is amended by adding Section 8h as follows:
20        (110 ILCS 520/8h new)
21        Sec.     8h.      Baccalaureate    degree    requirement.
22    Notwithstanding any other provision of this Act, each student
23    who graduates from the University after July 1, 1998  with  a
24    bachelor's  degree  in  education  must take and successfully
25    complete, as a  condition  precedent  to  earning  and  being
26    awarded  that  degree,  a course that includes as a component
27    thereof instruction relating to learning  disabled  children.
28    The  Board  of  Trustees  of the University shall immediately
29    take the steps necessary to implement the provisions of  this

 2        Section  15.  The Chicago State University Law is amended
 3    by adding Section 5-72 as follows:
 4        (110 ILCS 660/5-72 new)
 5        Sec.    5-72.     Baccalaureate    degree    requirement.
 6    Notwithstanding any other provision of this Act, each student
 7    who graduates from the University after July 1, 1998  with  a
 8    bachelor's  degree  in  education  must take and successfully
 9    complete, as a  condition  precedent  to  earning  and  being
10    awarded  that  degree,  a course that includes as a component
11    thereof instruction relating to learning  disabled  children.
12    The  Board  of  Trustees  of the University shall immediately
13    take the steps necessary to implement the provisions of  this
14    Section.
15        Section  20.   The  Eastern  Illinois  University  Law is
16    amended by adding Section 10-72 as follows:
17        (110 ILCS 665/10-72 new)
18        Sec.   10-72.     Baccalaureate    degree    requirement.
19    Notwithstanding any other provision of this Act, each student
20    who  graduates  from the University after July 1, 1998 with a
21    bachelor's degree in education  must  take  and  successfully
22    complete,  as  a  condition  precedent  to  earning and being
23    awarded that degree, a course that includes  as  a  component
24    thereof  instruction  relating to learning disabled children.
25    The Board of Trustees of  the  University  shall  immediately
26    take  the steps necessary to implement the provisions of this
27    Section.
28        Section  25.   The  Governors  State  University  Law  is
29    amended by adding Section 15-72 as follows:

 3    Notwithstanding any other provision of this Act, each student
 4    who  graduates  from the University after July 1, 1998 with a

 6    complete,  as  a  condition  precedent  to  earning and being
 7    awarded that degree, a course that includes  as  a  component
 8    thereof  instruction  relating to learning disabled children.
 9    The Board of Trustees of  the  University  shall  immediately
10    take  the steps necessary to implement the provisions of this
11    Section.
12        Section 30.  The Illinois State University Law is amended
13    by adding Section 20-72 as follows:
14        (110 ILCS 675/20-72 new)
15        Sec.   20-72.     Baccalaureate    degree    requirement.
16    Notwithstanding any other provision of this Act, each student
17    who  graduates  from the University after July 1, 1998 with a
18    bachelor's degree in education  must  take  and  successfully
19    complete,  as  a  condition  precedent  to  earning and being
20    awarded that degree, a course that includes  as  a  component
21    thereof  instruction  relating to learning disabled children.
22    The Board of Trustees of  the  University  shall  immediately
23    take  the steps necessary to implement the provisions of this
24    Section.
25        Section 35.  The Northeastern Illinois University Law  is
26    amended by adding Section 25-72 as follows:
27        (110 ILCS 680/25-72 new)
28        Sec.    25-72.     Baccalaureate    degree   requirement.
29    Notwithstanding any other provision of this Act, each student
30    who graduates from the University after July 1, 1998  with  a

 8        Section  40.   The  Northern  Illinois  University Law is
 9    amended by adding Section 30-72 as follows:

12    Notwithstanding any other provision of this Act, each student
13    who  graduates  from the University after July 1, 1998 with a
14    bachelor's degree in education  must  take  and  successfully
15    complete,  as  a  condition  precedent  to  earning and being
16    awarded that degree, a course that includes  as  a  component
17    thereof  instruction  relating to learning disabled children.
18    The Board of Trustees of  the  University  shall  immediately
19    take  the steps necessary to implement the provisions of this
20    Section.
21        Section 45.   The  Western  Illinois  University  Law  is
22    amended by adding Section 35-72 as follows:
23        (110 ILCS 690/35-72 new)
24        Sec.    35-72.     Baccalaureate    degree   requirement.
25    Notwithstanding any other provision of this Act, each student
26    who graduates from the University after July 1, 1998  with  a
27    bachelor's  degree  in  education  must take and successfully
28    complete, as a  condition  precedent  to  earning  and  being
29    awarded  that  degree,  a course that includes as a component
30    thereof instruction relating to learning  disabled  children.

 4        Section  99.  Effective date.  This Act takes effect upon
 5    becoming law.
