LRB9001215NTsb HB0153 Engrossed LRB9001215NTsb 1 AN ACT to amend the Illinois Vehicle Code by changing 2 Section 11-701. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Vehicle Code is amended by 6 changing Section 11-701 as follows: 7 (625 ILCS 5/11-701) (from Ch. 95 1/2, par. 11-701) 8 Sec. 11-701. Drive on right side of roadway - Exceptions. 9 (a) Upon all roadways of sufficient width a vehicle 10 shall be driven upon the right half of the roadway, except as 11 follows: 12 1. When overtaking and passing another vehicle 13 proceeding in the same direction under the rules 14 governing such movements; 15 2. When an obstruction exists making it necessary 16 to drive to the left of the center of the roadway; 17 provided, any person so doing shall yield the 18 right-of-way to all vehicles traveling in the proper 19 direction upon the unobstructed portion of the roadway 20 within such distance as to constitute an immediate 21 hazard; 22 3. Upon a roadway divided into 3 marked lanes for 23 traffic under the rules applicable thereon; 24 4. Upon a roadway restricted to one way traffic; 25 5. Whenever there is a single track paved road on 26 one side of the public highway and 2 vehicles meet 27 thereon, the driver on whose right is the wider shoulder 28 shall give the right-of-way on such pavement to the other 29 vehicle. 30 (b) Upon a 2 lane roadway, providing for 2-way movement 31 of traffic, aall roadways anyvehicleproceeding at lessHB0153 Engrossed -2- LRB9001215NTsb 1than the normal speed of traffic at the time and place and2under the conditions then existingshall be driven in the 3 right-hand lane available for traffic, or as close as 4 practicable to the right hand curb or edge of the roadway, 5 except when overtaking and passing another vehicle proceeding 6 in the same direction or when preparing for a left turn at an 7 intersection or into a private road or driveway. 8 (c) Upon any roadway having 4 or more lanes for moving 9 traffic and providing for 2-way movement of traffic, no 10 vehicle shall be driven to the left of the center line of the 11 roadway, except when authorized by official traffic-control 12 devices designating certain lanes to the left side of the 13 center of the roadway for use by traffic not otherwise 14 permitted to use such lanes, or except as permitted under 15 Subsection (a) 2. However, this Subsection shall not be 16 construed as prohibiting the crossing of the center line in 17 making a left turn into or from an alley, private road or 18 driveway. 19 (d) Upon a rural controlled access highway, a vehicle 20 shall be driven in the right hand lane available, except when 21 overtaking and passing another vehicle. When safe to do so, 22 the passing vehicle shall return to the right hand lane 23 available. No vehicle shall obstruct the normal flow of 24 traffic by being driven to the left of another vehicle for an 25 excessive length of time at a speed less than the posted 26 speed limit. 27 (e) Paragraph (d) of this Section shall not apply when: 28 (1) Traffic conditions and congestion make it 29 impractical to drive in the right lane. 30 (2) Snow and other inclement weather conditions 31 make it necessary to drive in the left lane. 32 (3) Obstructions or hazards exist in the right 33 lane. 34 (4) Highway design is such that a vehicle must be HB0153 Engrossed -3- LRB9001215NTsb 1 driven in the left lane when preparing to exit. 2 (Source: P.A. 77-1344.)
