      10 ILCS 5/9-17            from Ch. 46, par. 9-17
          Amends the Election Code.  Removes the requirement that a
      political committee be notified of  the  examination  of  the
      statement  of  organization  and  finance disclosure reports.

 1        AN ACT to amend the Election  Code  by  changing  Section
 2    9-17.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Election  Code  is  amended  by  changing
 6    Section 9-17 as follows:
 7        (10 ILCS 5/9-17) (from Ch. 46, par. 9-17)
 8        Sec.  9-17.  All  statements and reports filed under this
 9    Article with the board or county clerk shall be available for
10    examination and copying  by  the  public  at  all  reasonable
11    times. Such person examining a statement or report must first
12    fill  out  a  form  prepared  by  the  Board  identifying the
13    examiner by name, occupation, address and  telephone  number,
14    and  listing  the  date  of  examination  and reason for such
15    examination. The board shall supply such forms to the  county
16    clerks annually and replenish such forms upon request.
17        The  Board  or  county  clerk,  as the case may be, shall
18    promptly notify each political committee required to  file  a
19    statement or report under this Article of each instance of an
20    examination  of  its  statement  or  report  by  sending it a
21    duplicate original of the identification form filled  out  by
22    the person examining its report.
23        Any  person who alters or falsifies information on a copy
24    of a statement or report obtained from  the  State  Board  of
25    Elections  or  the county clerk pursuant to Article 9 of this
26    Code and publishes, circulates or distributes such altered or
27    falsified  information  with  the  intent   to   misrepresent
28    contributions received or expenditures made by a candidate or
29    political committee shall be guilty of a Class B misdemeanor.
30        Any  person  who shall sell or utilize information copied
31    from statements and reports filed with  the  State  Board  of

 1    Elections  or  the county clerk pursuant to Article 9 of this
 2    Code for the purpose of soliciting contributions or  for  the
 3    purpose of business solicitation shall be guilty of a Class B
 4    misdemeanor.

 6        Section  99.  Effective date.  This Act takes effect upon
 7    becoming law.
