90_HB0238 New Act Creates the Underrepresented Groups Educational Research Act. Authorizes the Board of Higher Education to distribute funds for research projects relating to underrepresented groups in education and the development of strategies, curricula, and programs to increase (i) representation of those groups in postsecondary education, and (ii) the number of faculty and administrators hired, promoted, and awarded tenure from those groups. LRB9001651THpk LRB9001651THpk 1 AN ACT relating to underrepresentation of certain groups 2 in postsecondary education. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 1. Short title. This Act may be cited as the 6 Underrepresented Groups Educational Research Act. 7 Section 5. The General Assembly finds and determines 8 that enhancing access to and retention in higher educational 9 programs for members of underrepresented groups is an 10 important priority of the State of Illinois. Progress toward 11 this objective will be further encouraged by providing grants 12 to individuals or groups knowledgeable of the causes for the 13 relative disproportionate underrepresentation of certain 14 groups in postsecondary education and of strategies that will 15 foster and promote their participation and status in 16 postsecondary education. 17 Section 10. The Board of Higher Education is authorized 18 to distribute funds for the pursuit of research projects in 19 the following areas: 20 (1) Assessment of the status of underrepresented groups 21 in education. 22 (2) The development of strategies that have the 23 potential for increasing postsecondary enrollment of 24 underrepresented groups through support services. 25 (3) The development of curricula designed to highlight 26 the contributions and perspectives of minorities and women in 27 public affairs. 28 (4) The identification of processes that result in the 29 hiring, promotion, and tenure of greater numbers of faculty 30 and administrators from underrepresented groups. -2- LRB9001651THpk 1 (5) The development of creative and innovative programs 2 or services that meet the objective of this Act. 3 Section 15. The Board of Higher Education is authorized 4 to contract with appropriate individuals or agencies to 5 perform research projects in the areas described in Section 6 10, and may issue guidelines detailing the process of 7 selection and evaluation of grant proposals. The Board of 8 Higher Education shall periodically report to the General 9 Assembly on the status of underrepresented groups in 10 education and on activities undertaken pursuant to this Act. 11 Section 99. Effective date. This Act takes effect upon 12 becoming a law.
