Amends the State Finance Act. Changes from $250,000,000
to $125,000,000 the minimum balance in the Road Fund.

1 AN ACT to amend the State Finance Act by changing Section
2 5g.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Finance Act is amended by changing
6 Section 5g as follows:
7 (30 ILCS 105/5g) (from Ch. 127, par. 141g)
8 Sec. 5g. (a) After July 1, 1991, the General Assembly
9 shall direct the transfer from the General Revenue Fund to
10 the Road Fund of the sum of $36,000,000, or so much thereof
11 as may be necessary, so that after such transfer the total
12 expenditures for the fiscal year beginning July 1, 1990 for
13 the Division of State Troopers from the Road Fund do not
14 exceed the amount appropriated in fiscal year 1990 for the
15 Division of State Troopers. Such transfers shall be
16 completed no later than June 30, 1992.
17 (b) If the General Assembly has not completed the
18 transfers required under subsection (a) of this Section on or
19 before June 30, 1992, and if the General Revenue Fund balance
20 is $125 $250 million or greater on June 30, 1992 or June 30th
21 of any year thereafter, on July 1 of the fiscal year
22 immediately following the fiscal year which has a June 30th
23 balance of $125 $250 million or greater, the Comptroller
24 shall order the transfer and the Treasurer shall transfer
25 from the General Revenue Fund to the Road Fund one-twelfth of
26 the amount remaining to be transferred on July 15, 1992, with
27 such transfers continuing on the first of each month
28 thereafter until the total transfers required to be made by
29 this Section have been completed.

1 Section 99. Effective date. This Act takes effect upon
2 becoming law.
