 1                     AMENDMENT TO HOUSE BILL 452
 2        AMENDMENT NO.     .  Amend House Bill 452,  by  replacing
 3    the title with:
 4        "AN  ACT  in  relation  to  educational finance, amending
 5    named Acts."; and
 6        by replacing lines 5 and 6 on page 1 with the following:
 7        "Section 17-2 as follows:"; and
 8        by replacing lines 19 through 31 on page 1  and  lines  1
 9    through 27 on page 2 with the following:
10        "(1)  districts maintaining only grades 1 through 8, .92%
11    for  educational  purposes  and  .25%  for   operations   and
12    maintenance purposes;
13        (2)  districts maintaining only grades 9 through 12, .92%
14    for  educational  purposes  and  .25%  for   operations   and
15    maintenance;
16        (3)  districts maintaining grades 1 through 12, 1.63% for
17    the 1985-86 school year, 1.68% for the 1986-87  school  year,
18    1.75%  for  the 1987-88 school year and 1.84% for the 1988-89
19    school year and thereafter for educational purposes and .405%
20    for the 1989-90 school years, .435% for  the  1990-91  school
21    year,  .465%  for  the  1991-92  school year and .50% for the

 1    1992-93  school  year  and  thereafter  for  operations   and
 2    maintenance purposes;
 3        (4) all districts, 0.75% for capital improvement purposes
 4    (which  is  in  addition  to  the  levy  for  operations  and
 5    maintenance purposes),"
 6        and in line 34, by replacing ".;" with ";"; and
 7        by  replacing  lines  1  through  21  on  page 3 with the
 8    following:
 9        (5)  districts maintaining only grades 1 through 8,  .12%
10    for   transportation   purposes,   provided   that  districts
11    maintaining only grades kindergarten through 8 which have  an
12    enrollment  of  at  least  2600 students may levy, subject to
13    Section 17-2.2, at not to exceed a maximum rate of  .20%  for
14    transportation  purposes  for  any  school  year in which the
15    number of students requiring transportation in  the  district
16    exceeds  by  at  least  2%  the  number of students requiring
17    transportation in the district during  the  preceding  school
18    year,   as   verified  in  the  district's  claim  for  pupil
19    transportation and reimbursement  and  as  certified  by  the
20    State Board of Education to the county clerk of the county in
21    which  such  district  is  located not later than November 15
22    following the submission of such claim; districts maintaining
23    only grades 9 through 12, .12% for  transportation  purposes;
24    and  districts  maintaining grades 1 through 12, .14% for the
25    1985-86 school year, .16% for the 1986-87 school  year,  .18%
26    for  the  1987-88 school year and .20% for the 1988-89 school
27    year and thereafter, for transportation purposes;"; and
28        on line 9 of  page  4,  by  replacing  "1997  1965"  with
29    "1965"; and
30        by deleting lines 11 through 33 of page 4, all of pages 4
31    through 25, and lines 1 through 10 of page 26.
