 1                     AMENDMENT TO HOUSE BILL 496
 2        AMENDMENT NO.     .  Amend House Bill  496  by  replacing
 3    everything after the enacting clause with the following:
 4        "Section  5.  The  Illinois  Economic  Opportunity Act is
 5    amended by adding Section 4.1 as follows:
 6        (20 ILCS 625/4.1 new)
 7        Sec.  4.1.  Family  and   Community   Development   Grant
 8    Program.
 9        (a)  A  family  and  community  development grant program
10    shall be administered  by  the  Department  of  Commerce  and
11    Community  Affairs.   The  program  shall be designed to make
12    services available to families who are at risk  of  long-term
13    economic  dependency  and to work with communities to provide
14    economic opportunities. The purpose  of  the  program  is  to
15    fund,  evaluate, and provide recommendations on not less than
16    8 nor more than 10 projects to move 100 families at  risk  of
17    long-term  economic dependency to self-sufficency through the
18    family and community development program.
19        (b)  As used in this Section only:
20        "Applicant" means a public or private  organization  that
21    makes  application  for  a  grant  through  the  request  for
22    proposals process.

 1        "Council" means the Community Services Advisory Council.
 2        "Department"   means   the  Department  of  Commerce  and
 3    Community Affairs.
 4        "Grant" means an award to fund a project approved by  the
 5    Council.
 6        "Grantee"  means the recipient of a grant approved by the
 7    Council.
 8        (c)  The   Community   Services   Advisory   Council   as
 9    established within the Department of Commerce  and  Community
10    Affairs  with respect to the family and community development
11    grants administered, under agreement, by  the  Department  of
12    Commerce and Community Affairs shall include a representative
13    of the Human Resource Investment Council.
14        (d)  The Council shall:
15             (1)  Identify  the factors and conditions that place
16        Illinois families at risk of  long-term  dependency  upon
17        the  AFDC  program or its successor program.  The Council
18        shall seek to use relevant research findings and national
19        and Illinois-specific data on the  AFDC  program  or  its
20        successor program.
21             (2)  Identify  the factors and conditions that place
22        Illinois  families  at  risk   of   family   instability,
23        long-term economic dependency, and foster care placement.
24             (3)  Report  those  findings to the Secretary of the
25        Department of Human Services for his or her evaluation.
26             (4)  Recommend   grants   to   public   or   private
27        organizations to provide family and community development
28        services  to  families  at  risk  of  long-term  economic
29        dependency.
30             (5)  In  cooperation  with  the  Illinois  Community
31        Action Association, use family and community  development
32        outcome    measures   to   independently   evaluate   the
33        effectiveness of demonstration projects.
34             (6)  Seek the  support  of  an  Illinois  accredited

 1        university    to   continue   research   and   evaluation
 2        responsibilities.
 3             (7)  Seek additional  support  for  the  funding  of
 4        family and community development grants.
 5             (8)  Make   recommendations  to  the  Governor,  the
 6        General Assembly, and the Secretary of the Department  of
 7        Human   Services  on  the  effectiveness  of  family  and
 8        community development intervention programs in Illinois.
 9             (9)  Evaluate and make recommendations regarding the
10        cost and  benefits  to  the  expansion  of  the  services
11        provided  under the AFDC program or its successor program
12        to include tuition for parenting skills programs,  family
13        support   and   counseling  services,  child  development
14        services, job  readiness  and  job  skill  training,  and
15        transportation  and  child  care expenses associated with
16        the programs and services.
17        (e)  In cooperation with the  Illinois  Community  Action
18    Association,   the  grantees  shall  identify  families  that
19    receive AFDC payments or payments from its successor  program
20    that  may  place  families  at  risk  of  long-term  economic
21    dependency:
22        (f)  The  Department  shall adopt rules for the operation
23    of this program.
24        Section 99.  Effective date.  This Act takes effect  upon
25    becoming law.".
