1 AMENDMENT TO HOUSE BILL 635
2 AMENDMENT NO. . Amend House Bill 635 by replacing
3 the title with the following:
4 "AN ACT concerning child care services, amending named
5 Acts."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The Children and Family Services Act is
9 amended by adding Section 34.13 as follows:
10 (20 ILCS 505/34.13 new)
11 Sec. 34.13. Plan to provide child care services. The
12 Department of Human Services shall conduct an assessment of
13 the capacity of the State to provide child care services to
14 clients of the Department and shall determine if there is a
15 need for additional child care facilities. The Department
16 shall develop a plan to provide and finance child care
17 services, including but not limited to services provided
18 under Sections 22.1, 22.4, and 34.10 of this Act, by March
19 15, 1998. The plan shall include the amount of funds that
20 will be allocated for child care services in fiscal years
21 1998 and 1999, and ways to use private sources of funding to

1 provide child care services. The Department may recommend
2 changes to existing laws, including but not limited to the
3 creation and use of a revolving loan fund, necessary to meet
4 the goals of this Section to the General Assembly.
5 Section 10. The Illinois Health Facilities Authority Act
6 is amended by adding Section 4.24 as follows:
7 (20 ILCS 3705/4.24 new)
8 Sec. 4.24. To assist the Department of Human Services in
9 establishing a low interest loan program to help child care
10 centers and family day care homes serving children of low
11 income families under Section 22.4 of the Children and Family
12 Services Act.
13 Section 99. Effective date. This Act takes effect on
14 July 1, 1997.".
