Amend House Bill 648 by replacing 3 the title with the following: 4 "AN ACT to amend the Property Tax Code by changing 5 Section 12-10."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The Property Tax Code is amended by changing 9 Section 12-10 as follows: 10 (35 ILCS 200/12-10) 11 Sec. 12-10. Publication of assessments; counties of less 12 than 3,000,000. In counties with less than 3,000,000 13 inhabitants, as soon as the chief county assessment officer 14 has completed the assessment in the county or in the 15 assessment district, he or she shall, in each year of a 16 general assessment, publish for the county or assessment 17 district a complete list of the assessment, by townships if 18 so organized. In years other than years of a general 19 assessment, the chief county assessment officer shall publish 20 a list of property for which assessments have been added or 21 changed since the preceding assessment, together with the -2- LRB9001129DNmbam01 1 amounts of the assessments, except that publication of 2 individual assessment changes shall not be required if the 3 changes result from equalization by the supervisor of 4 assessments under Section 9-210, or Section 10-200, in which 5 case the list shall include a general statement indicating 6 that assessments have been changed because of the application 7 of an equalization factor and shall set forth the percentage 8 of increase or decrease represented by the factor. The 9 publication shall be made on or before December 31 of that 10 year, and shall be printed in some public newspaper or 11 newspapers published in the county. In every township or 12 assessment district in which there is published one or more 13 newspapers of general circulation, the list of that township 14 shall be published in one of the newspapers. 15 At the top of the list of assessments there shall be a 16 notice in substantially the following form printed in type no 17 smaller than 11elevenpoint: 18 "NOTICE TO TAXPAYERS 19 Median Level of Assessment--(insert here the median level 20 of assessment for the assessment district) 21 Your property is to be assessed at the above listed 22 median level of assessment for the assessment district. You 23 may check the accuracy of your assessment by dividing your 24 assessment by the median level of assessment. The resulting 25 value should equal the estimated fair cash value of your 26 property. If the resulting value is greater than the 27 estimated fair cash value of your property, you may be 28 over-assessed. If the resulting value is less than the fair 29 cash value of your property, you may be under-assessed. You 30 may appeal your assessment to the Board of Review." 31 The newspaper shall furnish to the local assessment 32 officers as many copies of the paper containing the 33 assessment list as they may require. 34 (Source: P.A. 86-415; 86-1481; 87-1189; 88-455.)".
