      105 ILCS 5/14-1.09        from Ch. 122, par. 14-1.09
          Amends the School Code.  Provides that a person who is  a
      "school  psychologist"  within the meaning of the School Code
      may use the title  "licensed  school  psychologist"  and  may
      offer  school  psychological  services  as  set  forth  in  a
      specified  Section  of that Code.  Authorizes the State Board
      of  Education,  with  the  advice  of   the   State   Teacher
      Certification  Board, to by rule determine the conditions for
      licensure.  Effective January 1, 1998.

 1        AN ACT to amend  the  School  Code  by  changing  Section
 2    14-1.09.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.   The  School  Code  is  amended  by  changing
 6    Section 14-1.09 as follows:

 8        Sec. 14-1.09.  School psychologist. "School psychologist"
 9    means  a  psychologist  who  has graduated with a master's or
10    higher degree in psychology or educational psychology from an
11    institution of higher  learning  which  maintains  equipment,
12    courses  of  study,  and standards of scholarship approved by
13    the State Board of Education, who has had at least one school
14    year of full-time supervised experience in  the  delivery  of
15    school  psychological services of a character approved by the
16    State Superintendent of Education, who  has  such  additional
17    qualifications  as  may  be  required  by  the State Board of
18    Education,  and  who  holds  a   School   Service   Personnel
19    Certificate endorsed for school psychology issued pursuant to
20    Section  21-25.  Persons  so  certified  may  use  the  title
21    "licensed   school   psychologist"   and   may  offer  school
22    psychological services which are limited  to  those  services
23    set  forth  in  23  Ill.  Adm.  Code  226, Special Education,
24    pertaining  to  children  between  the  ages  of  3  to   21,
25    promulgated  by the State Board of Education and as set forth
26    in  Section  14-1.09.1.    School  psychologists   may   make
27    evaluations,  recommendations  or interventions regarding the
28    placement of children  in  educational  programs  or  special
29    education  classes.   However, a licensed school psychologist
30    shall not provide such services outside his or her employment
31    to any student in the district or districts which employ such

 1    school psychologist. The State Board of Education,  with  the
 2    advice  of the State Teacher Certification Board, may by rule
 3    determine the conditions for licensure, including  continuing
 4    education  requirements,  the  license fee, and the penalties
 5    for those proven to have endangered the health and safety  of
 6    anyone.

 9    January 1, 1998.
