      20 ILCS 3805/32           from Ch. 67 1/2, par. 332
          Amends the Illinois Housing Development Act to  authorize
      the   Illinois   Housing  Development  Authority  to  provide
      advisory, consultative training, and educational services  to
      nonprofit    corporations,    housing    corporations,    and
      limited-profit  entities to assist them in becoming owners of
      housing constructed or rehabilitated  under  the  Act  or  in
      acquiring housing or financial expertise (now becoming owners
      of  housing  constructed  or  rehabilitated  under  the Act).

 1        AN ACT to amend the Illinois Housing Development  Act  by
 2    changing Section 32.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.   The  Illinois  Housing  Development  Act  is
 6    amended by changing Section 32 as follows:

 8        Sec.   32.  Advisory   and   educational  services.   The
 9    Authority is authorized to provide to nonprofit corporations,
10    housing corporations, and limited-profit entities those  such
11    advisory,  consultative  training,  and  educational services
12    that  as  will  assist  them  to  become  owners  of  housing
13    constructed or rehabilitated under this  Act  or  to  acquire
14    housing  or  financial  expertise.   Advisory  and  education
15    services  may  include,  but  are not necessarily limited to,
16    technical   and   professional   planning   assistance,   the
17    preparation and promulgation of organizational  planning  and
18    development   outlines  and  guides,  consultation  services,
19    training courses, seminars, and lectures, the preparation and
20    dissemination of newsletters and other printed materials, and
21    the services of field representatives. The Authority is  also
22    authorized   to   provide   nonprofit  corporations,  housing
23    corporations,  and  limited-profit  entities  with  advisory,
24    consultative, technical, training, and  educational  services
25    in  the  management  of housing, including but not limited to
26    home management and training and advisory  services  for  the
27    residents   of   housing  so  as  to  promote  efficient  and
28    harmonious management of the housing thereof.

30        Section 99.  Effective date.  This Act takes effect  upon
