90_HB0862 20 ILCS 1305/1-17 new Amends the Department of Human Services Act to create the Office of Standards and Evaluation under the Secretary of Human Services, which shall establish outcome measures and performance and productivity standards, direct the development of monitoring and quality assurance systems, validate monitoring and quality assurance activities, conduct evaluations of programs and services provided by the Department, consult with the Inspector General of the Department of Public Aid to ensure the integrity of the monitoring and evaluation process and the validity of data, develop procedures for competitive procurement of external evaluations, develop the budget for the Department's evaluation efforts and identify future evaluation needs, and perform other duties relating to evaluation as may be assigned by the Secretary. LRB9000951NTsb LRB9000951NTsb 1 AN ACT to amend the Department of Human Services Act by 2 adding Section 1-17. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Department of Human Services Act is 6 amended by adding Section 1-17 as follows: 7 (20 ILCS 1305/1-17 new) 8 Sec. 1-17. Office of Standards and Evaluation. There is 9 created under the Secretary the Office of Standards and 10 Evaluation which has the following responsibilities: 11 (a) Establishing outcome measures and performance and 12 productivity standards related to service delivery, support, 13 and procedures. 14 (b) Directing the development of monitoring and quality 15 assurance systems for statewide services that will routinely 16 assess the efficiency and effectiveness of departmental and 17 provider staff and services. 18 (c) Validating the monitoring and quality assurance 19 activities of statewide service providers and staff to ensure 20 that these activities are being conducted routinely and that 21 corrective action is being taken to eliminate deficiencies 22 detected by these activities. 23 (d) Conducting evaluations, directly or by contract, of 24 programs and services provided by the Department to determine 25 whether improvement in the condition of individuals, 26 families, and communities has occurred as a result of these 27 programs and services. The evaluations must include an 28 assessment of the short-term effects on individuals and 29 families and the long-term effects on communities and the 30 State. Outcome evaluation studies shall be conducted in 31 response to priorities determined by the Department and the -2- LRB9000951NTsb 1 General Assembly and to the extent that funding is provided 2 by the General Assembly. 3 (e) Consulting with the Inspector General of the 4 Department of Public Aid to ensure the integrity of the 5 monitoring and evaluation process and the validity of the 6 data derived from these activities. 7 (f) Developing procedures for the competitive 8 procurement of external evaluations, including detailed 9 specifications for all evaluation contracts. 10 (g) Developing the budget for the Department's 11 evaluation efforts and identifying future evaluation needs, 12 including infrastructure needs to support the outcome 13 evaluation function. 14 (h) Performing any other duties relating to evaluation 15 as may be assigned to the Office of Standards and Evaluation 16 by the Secretary.
