 1                     AMENDMENT TO HOUSE BILL 916
 2        AMENDMENT NO.     .  Amend House Bill 916, AS AMENDED, by
 3    replacing the title with the following:
 4        "AN ACT to amend the  Child  Sex  Offender  and  Murderer
 5    Community Notification Law by changing Section 115."; and
 6    by  replacing  everything  after the enacting clause with the
 7    following:
 8        "Section  5.  The  Child  Sex   Offender   and   Murderer
 9    Community Notification Law is amended by changing Section 115
10    as follows:
11        (730 ILCS 152/115)
12        Sec. 115.  Child sex offender database.
13        (a)  The  Department  of State Police shall establish and
14    maintain a Statewide Child  Sex  Offender  Database  for  the
15    purpose  of  identifying  child sex offenders and making that
16    information available to the persons  specified  in  Sections
17    120  and 125 of this Law.  The Database shall be created from
18    the Law Enforcement Agencies Data System (LEADS)  established
19    under  Section  6  of  the  Intergovernmental  Missing  Child
20    Recovery  Act  of 1984.  The Department of State Police shall
21    examine its LEADS database  for  persons  registered  as  sex

 1    offenders  under  the Sex Offender Registration Act and shall
 2    identify those who are child sex offenders and shall add  all
 3    the information on those child sex offenders to the Statewide
 4    Child Sex Offender Database.
 5        (b)  The  Department  of  State  Police  shall  make  the
 6    information  contained  in  the  Statewide Child Sex Offender
 7    Database accessible on the Internet by means of  a  hyperlink
 8    labeled  "Child Sex Offender Information" on the Department's
 9    World Wide Web home page.  The  Department  of  State  Police
10    shall  limit  access  to  the data contained in the Statewide
11    Child Sex Offender Database to persons at least 21  years  of
12    age.   The  Department of State Police shall promulgate rules
13    in accordance with the Illinois Administrative Procedure  Act
14    to implement this subsection (b).
