      5 ILCS 315/20             from Ch. 48, par. 1620
          Amends the Illinois Public Labor Relations Act.  Provides
      that the Act shall not apply to  units  of  local  government
      employing  less than 5 employees (now 35).  Effective July 1,
      1997.

 1        AN ACT to amend the Illinois Public Labor  Relations  Act
 2    by changing Section 20.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Illinois Public Labor  Relations  Act  is
 6    amended by changing Section 20 as follows:
 7        (5 ILCS 315/20) (from Ch. 48, par. 1620)
 8        Sec. 20.  Prohibitions.
 9        (a)  Nothing in this Act shall be construed to require an
10    individual employee to render labor or  service  without  his
11    consent,  nor shall anything in this Act be construed to make
12    the quitting of  his  labor  by  an  individual  employee  an
13    illegal  act; nor shall any court issue any process to compel
14    the performance by an individual employee of  such  labor  or
15    service, without his consent; nor shall the quitting of labor
16    by  an  employee  or  employees  in  good  faith  because  of
17    abnormally  dangerous  conditions  for  work  at the place of
18    employment of such employee be deemed  a  strike  under  this
19    Act.
20        (b)  This  Act  shall not be applicable to units of local
21    government employing less than 5 35  employees,  except  with
22    respect  to  bargaining  units  in existence on the effective
23    date of this Act and fire protection  districts  required  by
24    the  Fire  Protection District Act to appoint a Board of Fire
25    Commissioners.

27        Section 99.  Effective date.  This Act takes effect  July
28    1, 1997.
