1 AN ACT to amend the Illinois Vehicle Code by changing
2 Section 12-603.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Vehicle Code is amended by
6 changing Section 12-603 as follows:

8 Sec. 12-603. Seat safety belts.
9 (a) No person shall sell any 1965 or later model motor
10 vehicle of the first division unless the front seat of the
11 such motor vehicle is equipped with 2 sets of seat safety
12 belts. Motorcycles are exempted from the provisions of this
13 Section.
14 (b) No person shall operate any 1965 or later model
15 motor vehicle of the first division that is titled or
16 licensed by the Secretary of State unless the front seat of
17 such motor vehicle is equipped with 2 sets of seat safety
18 belts.
19 (c) As used in this Section, "seat safety belts" means a
20 set of belts or a harness meeting the specifications
21 established by the Department and installed in such manner as
22 to prevent or materially reduce the movement of the person
23 using the same in the event of collision or upset of the
24 vehicle.
25 (d) The Department shall establish performance
26 specifications for seat safety belts and for the attachment
27 and installation thereof.
