Amends the Public Aid Code. Provides that the Department
of Public Aid shall create and maintain one or more World
Wide Web pages listing not less than 10 nor more than 20
individuals who are delinquent in their child support
obligations.

1 AN ACT to amend the Illinois Public Aid Code by adding
2 Section 12-12.1.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Public Aid Code is amended by
6 adding Section 12-12.1 as follows:
7 (305 ILCS 5/12-12.1 new)
8 Sec. 12-12.1. World Wide Web page. The Illinois
9 Department shall create and maintain or cause to be created
10 and maintained one or more World Wide Web pages containing
11 information on not less than 10 nor more than 20 individuals
12 at any given time who are in arrears in their child support
13 obligations under an Illinois court order or administrative
14 order. The information regarding each of the individuals
15 shall include the individual's name, a photograph if
16 available, the amount of the child support arrearage, and any
17 other information deemed appropriate by the Illinois
18 Department in its discretion. The individuals may be chosen
19 by the Illinois Department using criteria including, but not
20 limited to, the amount of the arrearage, the effect of
21 inclusion of an individual upon the likelihood of the
22 individual's payment of an arrearage, the motivational effect
23 that inclusion of an individual may have on the willingness
24 of other individuals to pay their arrearages, or the need to
25 locate a particular individual. The Illinois Department
26 shall make the page or pages accessible to Internet users
27 through the World Wide Web. The Illinois Department, in its
28 discretion, may change the contents of the page or pages from
29 time to time.
