      20 ILCS 1015/16 new
          Amends the Public Employment Office Act.   Provides  that
      the Illinois  Department of Employment Security shall include
      available  State  jobs (with specified exceptions) in its job
      listings  at  free  employment  offices.  Provides  that  the
      listing shall be accessible to  the  public  without  special
      assistance on the same computer terminal, in the same format,
      and  posted  within  the same amount of time as all other job
      listings, and shall be displayed by category, by  title,  and
      by region of the State.  Provides that the State job listings
      shall  also be available from the State's World Wide Web home
      page.

 1        AN ACT to amend  the  Public  Employment  Office  Act  by
 2    changing Section 3.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Public Employment Office Act  is  amended
 6    by changing Section 3 as follows:
 7        (20 ILCS 1015/3) (from Ch. 48, par. 179)
 8        Sec.  3.  The Department of Employment Security shall, in
 9    each city, open an office in the locality agreed upon between
10    the Department and the  secretary  of  the  Bureau  of  Labor
11    Statistics   as   being  most  appropriate  for  the  purpose
12    intended. Upon the outside of each such office,  in  position
13    and  manner  to secure the fullest public attention, shall be
14    placed a sign which  shall  read  in  the  English  language,
15    Illinois  Free  Employment Office, and such sign shall appear
16    either upon the outside windows or upon signs in  such  other
17    languages  as  the  location of each such office shall render
18    advisable. The Department  shall  receive  and  register  the
19    names  of  all  persons  applying  for  employment  or  help,
20    designating   opposite   the  names  and  addresses  of  each
21    applicant, the character of employment or help  desired  upon
22    the  blank  form furnished by the Bureau of Labor Statistics,
23    together with such other facts as  may  be  required  by  the
24    Bureau  of  Labor  Statistics  to  be  used  by  such Bureau:
25    However, no record shall be open to public inspection at  any
26    time,  and  such  statistical  and  sociological  data as the
27    Bureau of Labor Statistics  may  require  shall  be  held  in
28    confidence  by  such Bureau and so published as not to reveal
29    the identity of any one. Any applicant who shall  decline  to
30    furnish answers to the questions contained in the application
31    blanks shall not thereby forfeit any rights to any employment

 1    the office might secure.
 2        Job listings at free employment offices shall include all
 3    available  State  jobs.  The  listing of available State jobs
 4    shall be accessible to the public without special assistance.
 5    The listing of available State jobs shall  be  maintained  in
 6    the  same  manner as all other job listings maintained by the
 7    Department, with  postings  of  available  State  jobs  being
 8    maintained on the same computer terminal, in the same format,
 9    and  posted  within the same amount of time as all other jobs
10    listed. The listing of available State jobs shall display all
11    State jobs available in a given category by title and  region
12    of the State.
13        The  listing  of  available  State  jobs  shall  also  be
14    accessible  on  the  Internet by means of a hyperlink labeled
15    "Jobs Available" on the State's World Wide Web home page. The
16    display format for the listing shall allow a person to select
17    all State jobs available in a given  category  by  title  and
18    region of the State.
19        As  used  in  this Section, "available State job" means a
20    vacant union  or  non-union  position  in  any  State  entity
21    audited  by  the  Auditor General, except positions for which
22    the salary is set by the Compensation Review Board.
