Amend House Bill 1430 on page 1, by 3 replacing lines 1 and 2 with the following: 4 "AN ACT concerning sanitary districts."; and 5 on page 1, line 6, by replacing "and 11.7" with "11.7, and 6 11.10"; and 7 on page 1, line 28, by replacing "vendors." with "vendors 8 whenever practicable."; and 9 on page 2, line 28, by deleting "those requests"; and 10 on page 2, by replacing lines 30 and 31 with the following: 11 "this Act, any undertaking involving amounts in excess of 12 $10,000 or $20,000 as provided in Section 11.3"; and 13 on page 4, line 3, by replacing "$10,000." with "$10,000 for 14 labor, services or work, construction, the lease or sale of 15 personal property, or the granting of any concession and on 16 all bids involving amounts in excess of $20,000 for 17 furnishing materials, equipment, or supplies."; and 18 on page 4, by inserting immediately below line 9 the 19 following: -2- LRB9003272KDmbam01 1 "(70 ILCS 2605/11.10) (from Ch. 42, par. 331.10) 2 Sec. 11.10. Every contract or purchase order involving 3 amounts in excess of $10,000 for labor, services or work, 4 construction, the lease or sale of personal property, or the 5 granting of any concession and every contract or purchase 6 order involving amounts in excess of $20,000 for materials, 7 equipment, or supplies shall be signed by the president or 8 other duly authorized officer of the board of commissioners, 9 by the general superintendent, by the clerk and by the 10 purchasing agent. Each bid with the name of the bidder shall 11 be entered upon a record which shall be open to public 12 inspection in the office of the purchasing agent. After the 13 award is made, the bids shall be entered in the official 14 records of the board of commissioners. 15 All purchase orders or contracts involving amounts of 16 $10,000 or less for labor, services or work, construction, 17 the lease or sale of personal property, or the granting of 18 any concession and all purchase orders or contracts involving 19 amounts of $20,000 or less for materials, equipment, or 20 supplies shall be let by the purchasing agent. They shall be 21 signed by the purchasing agent and the clerk. All records 22 pertaining to such awards shall be open to public inspection 23 for a period of at least one year subsequent to the date of 24 the award. 25 An official copy of each awarded purchase order or 26 contract together with all necessary attachments thereto, 27 including assignments and written consent of the purchasing 28 agent shall be retained by the purchasing agent in an 29 appropriate file open to the public for such period of time 30 after termination of contract during which action against the 31 municipality might ensue under applicable laws of limitation. 32 Certified copies of all completed contracts and purchase 33 orders shall be filed with the clerk. After the appropriate 34 period, purchase orders, contracts and attachments in the -3- LRB9003272KDmbam01 1 clerk's possession may be destroyed by direction of the 2 purchasing agent. 3 The provisions of this Act are not applicable to joint 4 purchases of personal property, supplies and services made by 5 governmental units in accordance with Sections 1 through 5 of 6 "An Act authorizing certain governmental units to purchase 7 personal property, supplies and services jointly," approved 8 August 15, 1961. 9 (Source: P.A. 83-835.)".
