adding a caption to a Section concerning grants provided by
the Department of Commerce and Community Affairs.

1 AN ACT to amend the Civil Administrative Code of Illinois
2 by adding Section 46.19j.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Civil Administrative Code of Illinois is
6 amended by adding Section 46.19j as follows:
7 (20 ILCS 605/46.19j new)
8 Sec. 46.19j. Job Training and Economic Development
9 Demonstration Grant Program.
10 (a) Legislative findings. The General Assembly finds
11 that:
12 (1) despite the large number of unemployed job
13 seekers, many employers are having difficulty matching
14 the skills they require with the skills of workers; a
15 similar problem exists in industries where overall
16 employment may not be expanding but there is an acute
17 need for skilled workers in particular occupations;
18 (2) the State of Illinois should foster local
19 economic development by linking the job training of
20 unemployed disadvantaged citizens with the workforce
21 needs of local business and industry; and
22 (3) employers often need assistance in developing
23 training resources that will provide work opportunities
24 for disadvantaged populations.
25 (b) The Department of Commerce and Community Affairs
26 shall administer a Job Training and Economic Development
27 Demonstration Grant Program. The Director shall make not
28 less than 12 and not more than 20 demonstration project
29 grants to eligible entities. The grant program shall focus
30 on the following:
31 (1) expanding partnerships between not-for-profit

1 community development organizations and local businesses
2 for the customized training of existing low-skilled,
3 low-wage employees and newly hired disadvantaged workers;
4 and
5 (2) encouraging job training providers to partner
6 with not-for-profit community development organizations
7 to develop training programs that would link the work
8 force needs of local industry with the job training of
9 unemployed disadvantaged workers.
10 (c) For projects created under paragraph (1) of
11 subsection (b):
12 (1) the Department shall give a priority to
13 projects that include an in-kind match by the
14 participating company and projects that use instructional
15 materials and training instructors directly experienced
16 in the specific industry sector; and
17 (2) the participating company must be an active
18 participant in the curriculum development, employ under
19 250 workers, and train primarily disadvantaged
20 populations.
21 (d) For projects created under paragraph (2) of
22 subsection (b):
23 (1) community training shall assess the employment
24 barriers and needs of local residents and work in
25 partnership with local economic development organizations
26 to identify the priority workforce needs of the local
27 industry;
28 (2) training partners shall work together to design
29 programs with maximum benefits to community workers and
30 local employers;
31 (3) local employers must be involved in identifying
32 specific skill-training needs, planning curriculum,
33 assisting in training activities, providing job
34 opportunities, and coordinating retention and follow-up

1 support; and
2 (4) the not-for-profit community development
3 organization shall serve a targeted disadvantaged
4 population of at-risk youth and welfare participants.
5 (e) The Department shall adopt rules for the grant
6 program and shall create an application procedure for those
7 grants to be awarded beginning in fiscal year 1998.
