605 ILCS 5/4-508.1 from Ch. 121, par. 4-508.1
Amends the State Finance Act and the Illinois Highway
Code. Requires the Department of Transportation to sell to
the Toll Highway Authority any property, at its fair
appraised value, that may be used by the Authority to expand
certain toll highways. Creates the Northeastern Illinois
Strategic Regional Arterial Road Improvement Fund and
provides that the money from the property purchases shall be
deposited into this Fund. Requires IDOT to use the money to
improve Strategic Regional Arterials in Northeastern
Illinois. Effective immediately.

1 AN ACT in relation to transportation, amending named
2 Acts.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Finance Act is amended by adding
6 Section 5.449 as follows:
7 (30 ILCS 105/5.449 new)
8 Sec. 5.449. The Northeastern Illinois Strategic Regional
9 Arterial Road Improvement Fund.
10 Section 10. The Illinois Highway Code is amended by
11 changing Section 4-508.1 as follows:
12 (605 ILCS 5/4-508.1) (from Ch. 121, par. 4-508.1)
13 Sec. 4-508.1. (a) Except as provided in subsection (b),
14 in the event the Department obtains or has obtained fee
15 simple title to, or any lesser interest in, any land, rights
16 or other property under the provisions of Section 4-508 of
17 this Code in connection with a project involving the planned
18 construction of a federal-aid highway and that project ceases
19 to be a federal-aid project, the Department is authorized to
20 convey title to, or any lesser interest in, all such land,
21 rights or property, regardless of whether any construction
22 has taken place, to the Illinois State Toll Highway Authority
23 without compensation when such conveyance is approved in
24 writing by the Governor.
25 (b) Subsection (a) shall not apply to property that may
26 be used to expand the Illinois toll highway system by
27 extending Illinois Route 53 from Lake-Cook Road to Illinois
28 Route 120 then east to Interstate I-94 or that may be used to
29 expand the Illinois toll highway system by extending the

1 North-South tollway at Illinois Route 120 to the
2 Illinois-Wisconsin border near Richmond, Illinois. This
3 property shall be sold to the Illinois State Toll Highway
4 Authority at the fair appraised value of the property and the
5 proceeds shall be deposited into the Northeastern Illinois
6 Strategic Regional Arterial Road Improvement Fund, a special
7 fund hereby created in the State Treasury, to be used by the
8 Department subject to appropriation to improve the Strategic
9 Regional Arterials in Northeastern Illinois.
