      105 ILCS 5/14-1.02b new
          Amends the School Code.   Requires  school  districts  to
      screen   certain   of  their  enrolled  students  for  visual
      perception  disorders.   Requires  the   screenings   to   be
      conducted by a qualified medical professional provided by the
      school district.  Provides that if a student is determined to
      have  a  visual  perception  disorder,  the  student shall be
      deemed to be a  child  with  disabilities  for  whom  special
      education  services  and  facilities are required and for the
      furnishing of  which  the  school  district  is  eligible  to
      receive  reimbursement and categorical funding as provided by
      law.

 1        AN ACT  to  amend  the  School  Code  by  adding  Section
 2    14-1.02b.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The School Code is amended by adding  Section
 6    14-1.02b as follows:
 7        (105 ILCS 5/14-1.02b new)
 8        Sec.  14-1.02b.  Visual perception disorders.  The school
 9    board of each school district shall screen all  students  who
10    enroll  in  the  district's  schools  for  the first time for
11    visual perception disorders,  provided  that  a  student  who
12    first  enrolls  in  the  district's  schools  in grade 9 or a
13    higher grade is  not  required  to  be  screened  for  visual
14    perception  disorders unless the student's parent or guardian
15    requests such a screening or unless such a screening  appears
16    indicated  to the student's teacher or other school officials
17    because of symptoms that the student exhibits which might  be
18    consistent  with a visual perception disorder.  A student who
19    is screened for vision perception disorders  as  an  enrolled
20    student in the public schools of a school district and who is
21    not found to have such a disorder is not required to again be
22    screened  by  that  same school district unless the student's
23    parent or guardian requests such a screening or unless such a
24    screening appears indicated to the student's teacher or other
25    school  officials  because  of  symptoms  that  the   student
26    exhibits  which  might be consistent with a visual perception
27    disorder.
28        All required screenings for visual  perception  disorders
29    under  this Section shall be conducted by a qualified medical
30    professional provided by the school district.
31        If a  student  is  found  to  have  a  visual  perception

 1    disorder  under  this Section, the student shall be deemed to
 2    be a child  with  disabilities  for  whom  special  education
 3    services  and facilities are needed and for the furnishing of
 4    which services and facilities the school district is eligible
 5    to receive reimbursement  under  Section  14-13.01  and  such
 6    categorical funds as are provided by law for school districts
 7    which  furnish those services and facilities to children with
 8    disabilities.
