      110 ILCS 947/38 new
          Amends  the  Higher  Education  Student  Assistance  Act.
      Requires  the  Illinois  Student  Assistance  Commission   to
      conduct  an  annual  survey  of  freshmen  MAP  recipients to
      determine grade point  averages,  retention  rates,  progress
      rates,  student  goal  attainment  rates, time-to-degree, and
      degrees conferred.  Requires the  Commission  to  report  its
      survey  findings annually to the General Assembly.  Effective
      July 1, 1997.

 1        AN ACT to amend the Higher Education  Student  Assistance
 2    Act by adding Section 38.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Higher Education Student  Assistance  Act
 6    is amended by adding Section 38 as follows:
 7        (110 ILCS 947/38 new)
 8        Sec.  38.  Monetary  award  program  accountability.  The
 9    Illinois Student Assistance Commission is directed to  assess
10    the   educational   persistence  of  monetary  award  program
11    recipients.  An assessment under this Section  shall  include
12    an  analysis  of  such  factors  as undergraduate educational
13    goals, chosen field of study, retention rates,  and  expected
14    time to complete a degree.  The assessment also shall include
15    an analysis of the academic success of monetary award program
16    recipients  through  a  review of measures that are typically
17    associated  with  academic  success,  such  as  grade   point
18    average,  satisfactory  academic  progress,  and credit hours
19    earned.  Each analysis should take into consideration student
20    class  level,  dependency  types,  and  the  type  of  higher
21    education institution at which each  monetary  award  program
22    recipient  is  enrolled.   The  Commission  shall  report its
23    findings to the General Assembly  and  the  Board  of  Higher
24    Education  by  February  1,  1999  and at least every 2 years
25    thereafter.
26        Section 99.  Effective date.  This Act takes effect  July
27    1, 1997.
