LRB9004113DPcc HB1664 Engrossed LRB9004113DPcc 1 AN ACT to amend the Clinical Psychologist Licensing Act 2 by changing Section 2. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Clinical Psychologist Licensing Act is 6 amended by changing Section 2 as follows: 7 (225 ILCS 15/2) (from Ch. 111, par. 5352) 8 (Text of Section before amendment by P.A. 89-702) 9 Sec. 2. As used in this Act: 10 (1) "Department" means the Department of 11 Professional Regulation. 12 (2) "Director" means the Director of Professional 13 Regulation. 14 (3) "Committee" means the Clinical Psychologists 15 Licensing and Disciplinary Committee appointed by the 16 Director. 17 (4) "Person" means an individual, association, 18 partnership or corporation. 19 (5) "Clinical Psychology" means the independent 20 evaluation, classification and treatment of mental, 21 emotional, behavioral or nervous disorders or conditions, 22 developmental disabilities, alcoholism and substance 23 abuse, disorders of habit or conduct, the psychological 24 aspects of physical illness. The practice of clinical 25 psychology includes psychoeducational evaluation, 26 therapy, remediation and consultation, the use of 27 psychological and neuropsychological testing, assessment, 28 psychotherapy, psychoanalysis, hypnosis, biofeedback, and 29 behavioral modification when any of these are used for 30 the purpose of preventing or eliminating psychopathology, 31 or for the amelioration of psychological disorders of HB1664 Engrossed -2- LRB9004113DPcc 1 individuals or groups. "Clinical psychology" does not 2 include the use of hypnosis by unlicensed persons who do 3 not engage in the independent diagnosis, classification, 4 and treatment of nervous, mental, and emotional disorders 5 or conditions or the diagnosis and treatment of human 6 ailments. 7 (6) A person represents himself to be a "clinical 8 psychologist" within the meaning of this Act when he 9 holds himself out to the public by any title or 10 description of services incorporating the words 11 "psychological", "psychologic", "psychologist", 12 "psychology", or "clinical psychologist" or under such 13 title or description offers to render or renders clinical 14 psychological services as defined in paragraph (7) of 15 this Section to individuals, corporations, or the public 16 for remuneration. 17 (7) "Clinical psychological services" refers to any 18 services under paragraph (5) of this Section if the words 19 "psychological", "psychologic", "psychologist", 20 "psychology" or "clinical psychologist" are used to 21 describe such services by the person or organization 22 offering to render or rendering them. 23 This Act shall not apply to persons lawfully carrying on 24 their particular profession or business under any valid 25 existing regulatory Act of the State. 26 (Source: P.A. 88-370.) 27 (Text of Section after amendment by P.A. 89-702) 28 Sec. 2. No acceleration or delay. Where this Act 10 makes changes in a statute that is represented in this Act by 11 text that is not yet or no longer in effect (for example, a 12 Section represented by multiple versions), the use of that 13 text does not accelerate or delay the taking effect of (i) 14 the changes made by this Act or (ii) provisions derived from 15 any other Public Act.
