Amends the Public Utilities Act. Requires the Illinois
Commerce Commission to develop a plan to incorporate the use
of the numbers "311" and "711" as the primary nonemergency
telephone numbers for contacting police, firefighting, and
other public safety agencies.

1 AN ACT to amend the Public Utilities Act by adding
2 Section 4-102.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Public Utilities Act is amended by adding
6 Section 4-102 as follows:
7 (220 ILCS 5/4-102 new)
8 Sec. 4-102. Alternative public safety agency access
9 numbers.
10 (a) The Commission shall develop a plan to incorporate
11 the use of the number "311" as the primary nonemergency
12 telephone number for contacting police, firefighting, and
13 other public safety agencies and to incorporate the use of
14 the number "711" as the primary nonemergency telephone number
15 for use by persons with speech and hearing disabilities for
16 contacting police, firefighting, and other public safety
17 agencies.
18 (b) The Commission shall hold at least 3 hearings for
19 the purpose of receiving public comment regarding the plan.
20 The Commission shall present its plan including any necessary
21 legislative action to the General Assembly on or before
22 January 1, 1999.
