90_HB1890 20 ILCS 835/10 new Amends the State Parks Act to create the Corporate Partnership Program to offer recognition to business contributors to State parks. LRB9004706DPpc LRB9004706DPpc 1 AN ACT to amend the State Parks Act by adding Section 10. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The State Parks Act is amended by adding 5 Section 10 as follows: 6 (20 ILCS 835/10 new) 7 Sec. 10. Corporate Partnership Program. 8 (a) The General Assembly finds and declares that State 9 parks provide significant aesthetic and recreational 10 enjoyment to the public. Developing alternative funding 11 mechanisms to support the care and conservation of State 12 parks is therefore in the public interest. The General 13 Assembly further finds and declares that private 14 contributions are a practical source of funding to support 15 State parks. It is therefore the purpose of this Section to 16 create a program to recognize contributions from private 17 businesses as an incentive for increased private funding for 18 the improvement of State parks. 19 (b) There is created a Corporate Partnership Program to 20 be developed and administered by the Department of Natural 21 Resources. The Program shall provide for the recognition of 22 gifts or other contributions from private business entities. 23 Recognition may include, but shall not be limited to, a 24 special recognition package or plaque for display in the 25 contributor's office or at a State park facility, 26 complimentary park passes, or use of park pavilions for 27 company picnics. As used in this Section, contributions 28 include the donations that the Department may accept under 29 Section 1-15 of the Department of Natural Resources Act and, 30 in addition, voluntary labor. 31 (c) The Director of Natural Resources shall designate a -2- LRB9004706DPpc 1 Corporate Partnership Program Manager from within the 2 Department to directly supervise the administration of the 3 Program. The Manager may solicit contributions from 4 businesses, including but not limited to making personal 5 visits at corporations and holding speaking engagements to 6 promote the Program. The Manager shall supervise the program 7 in coordination with regional park staff and park managers 8 and rangers. The Manager shall maintain a current roster of 9 contributors under the Program. 10 (d) All contributions made under the Program shall be 11 deposited into a Corporate Partnership Program Account in the 12 Natural Resources Trust Fund. Moneys deposited into the 13 Account shall be used by the Department to fund the 14 administrative expenses of the Program, recognition awards, 15 State park educational programs, equipment and vehicle repair 16 or replacement, structural renovations and repairs, and 17 other appropriate general or specific State park purposes.
