          Amends the Public Aid Code to make stylistic changes in a

 1        AN ACT to amend the Illinois Public Aid Code by  changing
 2    Section 1-1.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Illinois Public Aid Code  is  amended  by
 6    changing Section 1-1 as follows:

 9        Sec. 1-1. Public purpose; Aims in providing financial aid
10    and services.
11        The  purpose of this Code is to assist in the alleviation
12    and prevention of poverty and thereby to protect and  promote
13    the health and welfare of all the people of this State.
14        To   accomplish   this   purpose,  this  Code  authorizes
15    financial aid and social welfare services for persons in need
16    of  that  aid  and  those  services  thereof  by  reason   of
17    unemployment,  illness,  or other cause depriving them of the
18    means of a livelihood compatible with health  and  wellbeing,
19    and  provides  for  the development, use, and coordination of
20    all resources in this State, governmental and private.
21        The Illinois Department of  Public  Aid  shall  establish
22    such  standards  of  financial  aid and services that as will
23    encourage and assist applicants and recipients to maintain  a
24    livelihood  compatible  with  health  and  well  being and to
25    develop their self-reliance and realize their capacities  for
26    self-care, self-support, and responsible citizenship.
27        The  maintenance  and  strengthening  of  the family unit
28    shall be a principal consideration in the  administration  of
29    this  Code.  All  public aid policies shall be formulated and
30    administered to achieve this end.

25        Section  95.   No  acceleration or delay.  Where this Act
26    makes changes in a statute that is represented in this Act by
27    text that is not yet or no longer in effect (for  example,  a
28    Section  represented  by  multiple versions), the use of that
29    text does not accelerate or delay the taking  effect  of  (i)
30    the  changes made by this Act or (ii) provisions derived from
31    any other Public Act.
