90_HB2264 20 ILCS 605/46.13 from Ch. 127, par. 46.13 Amends the Civil Administrative Code of Illinois. Provides that the Business Assistance Office of the Department of Commerce and Community Affairs shall provide assistance to small businesses interested in obtaining procurement contracts with private Illinois businesses. LRB9004480MWpc LRB9004480MWpc 1 AN ACT to amend the Civil Administrative Code of Illinois 2 by changing Section 46.13. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Civil Administrative Code of Illinois is 6 amended by changing Section 46.13 as follows: 7 (20 ILCS 605/46.13) (from Ch. 127, par. 46.13) 8 Sec. 46.13. To create a Business Assistance Office to: 9 (a) provide information to new and existing businesses 10 for all State government forms and applications and make this 11 information readily available through a business permit 12 center. The Office shall not assume any regulatory function. 13 All State agencies shall cooperate with the business permit 14 center to provide the necessary information, materials and 15 assistance to enable the center to carry out its function in 16 an effective manner. Each agency shall designate an 17 individual to serve as liaison to the center to provide 18 information and materials and to respond to requests for 19 assistance from businesses. 20 (b) provide technical and managerial assistance to 21 entrepreneurs and small businesses by (1) contracting with 22 local development organizations, chambers of commerce, and 23 industry or trade associations with technical and managerial 24 expertise located in the State, whenever possible, and (2) 25 establishing a network of small business development centers 26 throughout the State. 27 (c) assess the fiscal impact of proposed rules upon 28 small business and work with agencies in developing flexible 29 regulations through a regulatory review program. 30 (d) provide detailed and comprehensive assistance to 31 businesses interested in obtaining federal or state -2- LRB9004480MWpc 1 government contracts or contracts with private Illinois 2 businesses through a network of local procurement centers. 3 The Department shall make a special and continuing effort to 4 assist minority and female owned businesses including but not 5 limited to the designation of special minority and female 6 business advocates and shall make additional efforts to 7 assist those located in labor surplus areas. The Department 8 shall, through its network of local procurement centers, make 9 every effort to provide opportunities for small businesses to 10 participate in the procurement process. The Department shall 11 utilize one or more of the following techniques. These 12 techniques are to be in addition to any other procurement 13 requirements imposed by this amendatory Act of 1984 or by any 14 other Act. 15 (1) Advance notice by the Department or other 16 appropriate state entity of possible procurement 17 opportunities should be made available to interested 18 small businesses. 19 (2) Publication of procurement opportunities in 20 publications likely to be obtained by small businesses. 21 (3) Direct notification, whenever the Department 22 deems it feasible, of interested small businesses. 23 (4) Conduct of public hearings and training 24 sessions, when possible, regarding state and federal 25 government procurement policies and procurement policies 26 of private Illinois businesses. 27 (5) The Department of Central Management Services 28 shall cooperate with the Department in providing 29 information on the method and procedure by which a small 30 business becomes involved in the state or federal 31 government procurement process or procurement policies of 32 private Illinois businesses. 33 (e) study the total number of registrations, licenses 34 and reports which must be filed in order to do business in -3- LRB9004480MWpc 1 this State, seek input from the directors of all regulatory 2 agencies and submit a report on how this paperwork might be 3 reduced to the Governor and the General Assembly no later 4 than January 1, 1985. 5 (f) obtain information about contract opportunities in 6 the public and private sector using all available 7 communication and networking sources. 8 (Source: P.A. 86-808; 87-235.)
