      815 ILCS 150/3            from Ch. 17, par. 6203
          Amends the Unsolicited Credit Card Act of 1977.  Provides
      that no financial institution or other person or  corporation
      shall  issue  any  person  a  credit  card in which 2 or more
      persons are joint holders of the credit card  account  unless
      the  request  or  application  is  made  jointly by all joint
      holders of the account. Effective immediately.

 1        AN ACT to amend the Unsolicited Credit Card Act  of  1977
 2    by changing Section 3.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Unsolicited Credit Card Act  of  1977  is
 6    amended by changing Section 3 as follows:
 7        (815 ILCS 150/3) (from Ch. 17, par. 6203)
 8        Sec.  3.  (a) No financial institution or other person or
 9    corporation doing business in  this  State  shall  issue  any
10    person  a credit card, regardless of whether such credit card
11    is to be used for personal, family, household,  agricultural,
12    business  or commercial purposes, except (1) in response to a
13    request or application therefor; or (2)  as a renewal of,  or
14    in  substitution  for,  an  accepted credit card whether such
15    card is issued by the same or a successor card issuer.
16        (b)  No  financial  institution  or   other   person   or
17    corporation  doing  business  in  this  State shall issue any
18    person a credit card in which 2 or  more  persons  are  joint
19    holders  of the credit card account unless the issuance is in
20    response to a request or application made jointly by  all  of
21    the joint holders of the account.

23        Section  99.  Effective date.  This Act takes effect upon
24    becoming law.
