The University of Illinois Trustees Act is 5 amended by changing Section 1 as follows: 6 (110 ILCS 310/1) (from Ch. 144, par. 41) 7 Sec. 1. The Board of Trustees of the University of 8 Illinois shall consist of 9 trustees appointed by the 9 Governor, by and with the advice and consent of the Senate, 10 the Governor, and, until July 1, 2001, one votingnonvoting11 student member designated by the Governor from one campus of 12 the University and one nonvoting student member from each 13 campus of the University not represented by the voting 14 student member. The Governor shall designate one of the 15 student members serving on the Board on the effective date of 16 this amendatory Act of 1997 to serve as the voting student 17 member for the remainder of that student's term on the Board. 18 Beginning on July 1, 2001, and thereafter, the student 19 members of the Board shall all be nonvoting members, one 20 selected from each campus of the Universityof Illinois. 21 Eachnonvotingstudent member shall serve a term of one 22 year, beginning on July 1 of each year or on the date of his -2- LRB9007309THpkam 1 or her selection, whichever is later, and expiring on the 2 next succeeding June 30. The student members shall have all 3 of the privileges of membership, including the right to make 4 and second motions and to attend executive sessions, other 5 than the right to vote, except that until July 1, 2001 the 6 student member designated by the Governor as the voting 7 student member shall have the right to vote on all Board 8 matters except those involving faculty tenure, faculty 9 promotion or any issue on which the student member has a 10 direct conflict of interest. The method of selecting these 11 student members shall be determined by campus-wide student 12 referendum, and any student designated by the Governor to be 13 a voting student member shall be one of the students selected 14 by this method. A student member who is not entitled to vote 15 on a measure at a meeting of the Board or any of its 16 committees shall not be considered a member for the purpose 17 of determining whether a quorum is present at the time that 18 measure is voted upon.Nonvoting student members shall not19be considered members for the purpose of determining a quorum20at any meeting of the Board or any of its committees.To be 21 eligible for selection as a student member and to be eligible 22 to remain as a voting or nonvoting student member of the 23 Board, a student member must be a resident of this State, 24 must have and maintain a grade point average that is 25 equivalent to at least 2.5 on a 4.0 scale, and must be a full 26 time student enrolled at all times during his or her term of 27 office except for that part of the term which follows the 28 completion of the last full regular semester of an academic 29 year and precedes the first full regular semester of the 30 succeeding academic year at the university (sometimes 31 commonly referred to as the summer session or summer school). 32 If a voting or nonvoting student member serving on the Board 33 fails to continue to meet or maintain the residency, minimum 34 grade point average, or enrollment requirement established by -3- LRB9007309THpkam 1 this Section, his or her membership on the Board shall be 2 deemed to have terminated by operation of law. 3 The term of each elected trustee who is in office on the 4 effective date of this amendatory Act of 1995 shall terminate 5 on the second Monday in January, 1996, or when a quorum of 6 the trustees initially to be appointed under this amendatory 7 Act of 1995 is appointed and qualified, whichever last 8 occurs. 9 No more than 5 of the 9 trusteesmembersappointed by the 10 Governor shall be affiliated with the same political party. 11 The term of office of each appointed trustee shall be 6 years 12 from the third Monday in January of each odd numbered year, 13 except that of the 9 trustees initially appointed by the 14 Governor, 3 shall be appointed for terms that commence on the 15 date of their appointment and expire on the second Monday in 16 January, 1997; 3 shall be appointed for terms that commence 17 on the date of their appointment and expire on the second 18 Monday in January, 1999; and 3 shall be appointed for terms 19 that commence on the date of their appointment and expire on 20 the second Monday in January, 2001. Upon expiration of the 21 terms of the members initially appointed by the Governor, 22 their respective successors shall be appointed for terms of 6 23 years from the second Monday in January of each odd numbered 24 year and until their respective successors are appointed and 25 qualified. 26 Vacancies shall be filled for the unexpired term in the 27 same manner as original appointments. If a vacancy in 28 membership occurs at a time when the Senate is not in 29 session, the Governor shall make temporary appointments until 30 the next meeting of the Senate, when he shall appoint persons 31 to fill such memberships for the remainder of their 32 respective terms. The Southern Illinois University Management 7 Act is amended by changing Sections 2 and 5 as follows: 8 (110 ILCS 520/2) (from Ch. 144, par. 652) 9 Sec. 2. The Board shall consist of 7 members appointed by 10 the Governor, by and with the advice and consent of the 11 Senate, the Superintendent of Public Instruction, or his 12 chief assistant for liaison with higher education when 13 designated to serve in his place, ex-officio, and, until July 14 1, 2001, one voting student member designated by the Governor 15 from one campus of the University and one nonvoting student 16 member from the campus of the University not represented by 17 the voting student member. The Governor shall designate one 18 of the student members serving on the Board on the effective 19 date of this amendatory Act of 1997 to serve as the voting 20 student member for the remainder of that student's term on 21 the Board. Beginning on July 1, 2001, and thereafter, the 2 22 student members of the Board shall be nonvoting members,223nonvoting student memberseach to be selected by the 24 respective campuses of Southern Illinois University at 25 Carbondale and Edwardsville. The method of selecting these 26 student members shall be determined by campus-wide student 27 referendum, and any student designated by the Governor to be 28 a voting student member shall be one of the students selected 29 by this method. Thenonvotingstudent 2 members shall have all of the privileges of membership, 3 including the right to make and second motions and to attend 4 executive sessions, other than the right to vote, except that 5 until July 1, 2001 the student member designated by the 6 Governor as the voting student member shall have the right to 7 vote on all Board matters except those involving faculty 8 tenure, faculty promotion or any issue on which the student 9 member has a direct conflict of interest. A student member 10 who is not entitled to vote on a measure at a meeting of the 11 Board or any of its committees shall not be considered a 12 member for the purpose of determining whether a quorum is 13 present at the time that measure is voted upon., but they14shall not be considered members for the purpose of15determining a quorum at any meeting of the Board or any of16its committees.No action of the Board shall be invalidated 17 by reason of any vacancies on the Board, or by reason of any 18 failure to select anonvotingstudent member. 19 Special meetings of the Board may be called by the 20 chairman of the Board or by any 3 members of the Board. 21 (Source: P.A. 80-730.) 22 Section 15. The Chicago State University Law is amended 23 by changing Sections 5-15 and 5-25 as follows: 24 (110 ILCS 660/5-15) 25 Sec. 5-15. Membership; terms; vacancies. The Board 26 shall consist of 7 voting members appointed by the Governor 27 by and with the advice and consent of the Senate, and, until 28 July 1, 2001, one votingnonvotingmember who is a student at 29 Chicago State University. The student member serving on the 30 Board on the effective date of this amendatory Act of 1997 31 shall be a voting student member for the remainder of his or 32 her term on the Board. The student member serving 16 on the Board on the effective date of this amendatory Act of 17 1997 shall be a voting student member for the remainder of 18 his or her term on the Board. Of the members first appointed by the 10 Governor, 4 shall be appointed for terms to expire on the 11 third Monday in January, 1999, and 3 shall be appointed for 12 terms to expire on the third Monday in January, 2001. If the 13 Senate is not in session on the effective date of this 14 Article, or if a vacancy in an appointive membership occurs 15 at a time when the Senate is not in session, the Governor 16 shall make temporary appointments until the next meeting of 17 the Senate when he shall nominate persons to fill such 18 memberships for the remainder of their respective terms. No 19 more than 4 of the members appointed by the Governor shall be 20 affiliated with the same political party.
